States that the Winslows have done every thing in their power - but they are infants in this business, & perfectly ignorant of the subject, indeed the name of Winslow is enough to damn any plan you may have in view. Reports that Governor John Hancock nominated Colonel Gabriel Johonnot as first judge to the Court of Common Pleas, and George Tyler of Deer Island as High Sheriff for Hancock County. Discusses [Nathaniel] Tracy's poor financial situation. Comments on Rhode Island's Constitutional ratifying convention: The Rhode Island convention have adjourned by a majority of four to May next, without coming to the question, it is the general opinion they will be obstinate to the last moment - your friend Dane is at the head of a Junto of Anti's in this State, who it is believed are doing every thing in their power to embarrass and weaken the General Government. Reports that he forwarded letters from Knox to Doctor Andrew Craigie related to their friend Cobb's affairs. Discusses mutual acquaintances, including a woman who tried to commit suicide. Reports that Samuel Shaw will sail the following Thursday.

Relates that Major Gibbs pursued Tracy into another state to collect a debt. Discusses a petition before the Massachusetts general court related to Knox's Maine lands. Mentions those who were present for the committee meeting, commenting that Brown is an artfull suttle designing fellow and held on like a bull dog- he made a thousand false representations & told a number of damn'd lies in order to gain his point- Adds that Brown misconstrued dealings between the petitioners and Knox's agent, to call for the humanity & tenderness of the house in behalf of three & four hundred families that lay at your mercy- that was the number he mentioned. Encourages Knox to attend the court in June, writing, your being on the spot to confront those rascals will have more weight in the public mind, than a whole host of the other proprietors... attend to it yourself, if you ever expect to derive any benefit from the patent- or give it up & let it go to the devil- Notes that Thursday's paper contains several proposed amendments to the Federal Constitution. The amendments originated with [Nathan] Dane, [John] Bacon, and [Benjamin] Austin. Jackson declares, they are the heads of the Junto that are endeavoring to distroy & weaken the General Government.

Reports that he sold Mr. [James] Swan's Elegant Coach to a Colonel Smith. Writes that the sitting of the Supreme Court has prevented him from paying Knox a visit as early as he intended to because the Colonel cannot leave (the Colonel's identity is unclear, but might be Benjamin Hichborn). When he is at liberty to leave, they will depart. Would also like to know when the President will arrive in New York, as he would like to be there with Knox at that time. Would also like Knox to send him some New York newspapers. Discusses the illness of the Governor of Massachusetts [John Hancock]. Comments on the Waldo patent negotiations, and provides information on Isaac Winslow and Benjamin Hichborn.

Book excerpt: Informs Knox that he, along with Mr. Whitmore and cousin Isaac, presumably Winslow, appeared before a committee chaired by John Gardner to discusses a report described in his last letter (dealing with a petition of Knox's in relation to the Waldo patent lands, see GLC02437.04500). The issue involved a resolve in 1785 where the years 1775 and 1785 were confused. Mentions the presence of Nathan Dane, Nathaniel Gorham, Knox's friend Ulmer from Duck Trap, among others. Jackson concludes the issue by stating that chairman Gardner told him that he was deceived by the men on the other side of the argument, Thomas and Brown, and he is now well informed - and you may rest assured they have damned themselves, and everything will be concluded to our wishes. Comments that tomorrow is the celebration of President George Washington's birthday. States that Mr. Hoffmann could not be persuaded to stay any longer and that if he (Jackson) was newly married, he would do the same.

Tells him to Be Snug and dont let it slip through your fingers. States that the difficulty of any one companys holding more than one million [acres] may be obviated by using different names. Says that Royal Flint can be the representative of another company for them. Says he can also get respectable names for a third and fourth. Tells him to secure as much land as possible as long as it is not over 4 million acres. Claims if their asking price is 14 cents in paper at 12/6 they will probably take 7 in cash on interest or perhaps 8. Reminds Jackson that Samuel Ogden was offered 10 cents per acre but He having resigned & cannot resume his claim. Underscores that Jackson is to Secure as much as possible on the Kennebec and Penobscot Rivers at as low a rate as possible. Is happy that Oliver Smith is compliant. Advises him to Be cool - dont appear too eager - But be decided and conclude this good agreement at all events. Does not know if there is a legal provision for the head of the hospital department, but plans to look into it. Says if he can offer it, Mr. [William] Eustis will have the office.

Says a Captain Mitchel from Ireland had arrived with news that impressment of seamen has almost stopped and the appearances of a War was nearly at an end. He then states, I am sorry for it. Also discusses Knox's recently negotiated treaty with the Creeks: Your Treaty with the Indians has given great satisfaction to all Class's of People in this quarter, particularly to your friends - for my own part I am highly delighted & gratified that you had the Sole conducting of this business.
