The UK today faces a different and more complex range of threats than last century. The most serious threats include international terrorism, hostile attacks upon UK cyberspace, a major natural hazard or an international military crisis. Therefore the Government needs access to critical technologies and skills to underpin the UK's national security and to achieve these by setting out clear plans covering the following areas: (i) acquiring the equipment needed; (ii) support for the equipment and its users; (iii) investing or acquiring the necessary technologies to secure these objectives both now and in the future. This consultation paper and the responses it receives will form part of a White Paper to be published in 2011.

Many of the issues are not new and have been noted by similar reviews. The Steering Group believes an effective MOD is one which builds on the strengths of the individual Services and the Civil Service and does so within a single Defence framework that ensures the whole is more than the sum of its parts. A key driver for this review has been the Department's over-extended programme, to which the existing departmental management structure and management structure and behaviours contributed. Many of the Steering Group's proposals are designed to help prevent the Department from getting into such a poor financial position in the future and to put it in the position to make real savings. There are 53 recommendations the key ones of which are: to create a new and smaller Defence Board chaired by the Defence Secretary to strengthen top level decision making; to clarify the responsibilities of senior leaders, including the Permanent Secretary and the Chief of the Defence Staff; make the Head Office smaller and more strategic, to make high level balance of investment decisions, set strategic direction and a strong corporate framework; focus the Service Chiefs on running their Services and empower them to perform their role effectively with greater freedom to manage; strengthen financial and performance management throughout the Department to ensure future plans are affordable; create a 4 star led Joint Forces Command; create single, coherent Defence Infrastructure and Defence Business Services organisations; manage and use less senior military and civil personnel more effectively, people staying in post longer, more transparent and joint career management.

Book excerpt: The Committees on Arms Export Controls (CAEC) believe that the Government should apply significantly more cautious judgements on the export of arms to authoritarian regimes which might be used for internal repression. The Committees have scrutinised in unprecedented detail the Government's latest (2010) Annual Report on Strategic Export Controls (HC 1402, session 2011-12, ISBN 9780102973662), the Government's quarterly information on individual export licence approvals and refusals, and the Government's policies and performance on arms export controls and on arms control generally. The Committees conclude that the Government's review of its policies and practices on arms exports following the Arab Spring should not have been carried out merely as "an internal review" and should instead have been the subject of public consultation in accordance with the Government's stated policy of transparency on arms exports. And whilst the Government's introduction of a new licence suspension mechanism is welcome, this is not sufficient to ensure that arms exported are not used for internal repression overseas because in many cases the arms will have left the UK before suspension occurs. The Government should extend its arms export policy review from countries in the Middle East and North Africa to authoritarian regimes and countries of human rights concern worldwide. Annex 7 of the report gives selected arms export licence approvals by the Government to countries of human rights concern, and the report also contains details of the extant UK Government approved arms export licences to Argentina, Bahrain, Egypt, Libya, Saudi Arabia, Syria, Tunisia and Yemen.

Book excerpt: The Defence Committee accepts that there are deep-rooted problems with the present acquisition system, and draws attention to the example of the decision in 2010 to change to the carrier variant of the Joint Strike Fighter, a decision which later had to be reversed. The Committee agrees with the Government that the current arrangements for acquisition, constrained by public sector employment rules, are unsatisfactory. But the proposal to entrust acquisition to a Government owned, Contractor operated company is not universally accepted as the best way forward, and there are particular concerns about how the MoD's overall responsibility for acquisition could be maintained within a GoCo. The Committee considers that problems might arise if a non-UK company were given responsibility for UK defence acquisition. It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.

Book excerpt: The 2012 Budget, announced the 'ambition' to double the value of exports by 2020 to £1 trillion a year. However current performance has been flat over the last two years and, to meet the Government's ambition, exports will have to grow by 10 per cent year on year. Many factors which affect export performance are outside the control of the FCO and UKTI, such as exchange rates and political and economic changes overseas. While the UK outperforms Germany, France and Italy in the Gulf, it has not traditionally performed as well in many other emerging markets, such as Russia, Brazil, Turkey and China. Success here is essential if the Government is to meet its target. There is a joint UKTI-FCO Board to oversee coordination of their work overseas but currently there is no further joint accountability for planning, monitoring and delivery against their goal. Their initial responses to the government's objectives have not been sufficiently coordinated. UKTI is now increasingly looking to measure actual business outcomes rather than volume of activity. Among the NAO's recommendations is that the FCO improve how it measures and monitors the impact of its activities supporting exports so that it can demonstrate that its spending of some £420 million a year yields tangible results. UKTI is piloting the use of external business partners to provide some of its services, and needs to implement lessons from the evaluation of its pilot initiative to use external partners if it decides to roll it out
