After the catastrophic 2004 tsunami in the Indian Ocean, legislation was passed to expand U.S. tsunami warning capabilities. Since then, the nation has made progress in several related areas on both the federal and state levels. At the federal level, NOAA has improved the ability to detect and forecast tsunamis by expanding the sensor network. Other federal and state activities to increase tsunami safety include: improvements to tsunami hazard and evacuation maps for many coastal communities; vulnerability assessments of some coastal populations in several states; and new efforts to increase public awareness of the hazard and how to respond. Tsunami Warning and Preparedness explores the advances made in tsunami detection and preparedness, and identifies the challenges that still remain. The book describes areas of research and development that would improve tsunami education, preparation, and detection, especially with tsunamis that arrive less than an hour after the triggering event. It asserts that seamless coordination between the two Tsunami Warning Centers and clear communications to local officials and the public could create a timely and effective response to coastal communities facing a pending tsuanami. According to Tsunami Warning and Preparedness, minimizing future losses to the nation from tsunamis requires persistent progress across the broad spectrum of efforts including: risk assessment, public education, government coordination, detection and forecasting, and warning-center operations. The book also suggests designing effective interagency exercises, using professional emergency-management standards to prepare communities, and prioritizing funding based on tsunami risk.

To support tsunami preparedness and risk-reduction planning in California, this study documents the variations among coastal communities in the amounts, types, and percentages of developed land, human populations, and businesses in the maximum tsunami-inundation zone.

The recent earthquake in Padang, Indonesia and the tsunami in Samoa Islands in 2009 as well as the large destructive earthquake in Haiti in 2010 reinforce the perceived threats. This timely series of the South China Sea Tsunami Workshop (SCSTW) was first organized by Academia Sinica Taipei, Taiwan on 5–7 December 2007 to promote community awareness and preparedness as well as scientific research on tsunami early warning systems and related hazards, hoping to achieve tsunami resilient communities. The Second SCSTW was organized by Shanghai Jiao Tong University on 1–3 December 2008 in Shanghai. This proceedings book contains a collection of 46 articles selected among 69 articles presented in the Third SCSTW held on 3–5 November 2009 in Universiti Sains Malaysia (USM), Pulau Pinang. This collection of selected articles explores a variety of issues related to tsunami as well as other natural disasters such as earthquakes, storm surge and landslide. The proceedings consists of two books, with the first book focusing on tsunami simulation for impact assessment, while the second book covers education, protection and preparedness to face tsunami and other natural disasters. The contributors of the articles in the proceedings come from differing academic and professional background including but not limited to engineering, mathematics, physics, biology, geography, environmental and marine sciences, sustainable studies, education, humanities and architecture. Most significant is the tsunami risk that comes from the Cascadia subduction zone, and scientists predict that more major seismic events along this zone are due to occur in the future. These events may generate tsunami waves in excess of 30 feet for PNW coasts, leaving coastline areas with as little as 15 minutes advance warning to prepare and seek high ground shelter. Given this significant risk of non-local and local tsunamis, multiple tsunami mitigation measures and emergency preparedness strategies have been implemented in Washington’s coastal communities. It was learned from the 2011 Great East Japan Tsunami that coastal forests were not negligible in mitigation of the tsunami. In this design research thesis, I explore the applications of coastal forests as a natural tsunami mitigation measure in PNW coastal communities. Specifically, there are two research questions I investigate: 1) What elements of a coastal forest contribute to effective tsunami mitigation? and 2) How can these elements be translated into a coastal forest design to function as a tsunami mitigation measure? Coastal forests have clear potential for tsunami mitigation. When designed with the five Performance Factors in mind (forest area, gap layering, tree crown height, tree distribution, landform), they can have direct effects on a tsunami’s wave energy, flow speed, inundation depth, and inundation extent. This mitigation potential can result in positive changes to tsunami risk by slowing wave inundation rates and increasing evacuation warning times. This site-specific design investigation in Westport, WA could influence future site developments to include coastal forests for tsunami mitigation purposes. Further research on the properties of coastal forests that can contribute to tsunami mitigation need to be carried out in the fields of soils and geoengineering, forest restoration, park and campground site design, and ecotourism and economic development.

The studies presented here describe not only how species and populations in these ecosystems were disturbed by the earthquake and tsunamis, but also how the communities have responded to the event and what types of anthropogenic activities will hamper their recovery processes. In the ecological sciences, it is often argued that large disturbances are critical to shaping community structures and biodiversity in local and regional habitats. However, our understanding of these roles remains limited, simply because there have been few opportunities to examine and address the ecological impacts of large disturbance events. The scale of the 2011 Great East Japan Earthquake makes it one of the largest hazards in the past 1000 years. Thus, this book provides a unique opportunity to advance our understanding of the ecological impacts of large and rare disturbances and the implications of these events in the conservation and management of coastal ecosystems. Following an outline of the Great East Japan Earthquake, the book’s content is divided into two major parts. Part I reports on studies examining the ecological impacts of the tsunamis on sub-tidal and tidal animal communities, while Part II focuses on terrestrial plant communities in Japan’s coastal Tohoku area. This book will benefit all scientists interested in the ecological impacts of large disturbances on aquatic and terrestrial ecosystems in general, and especially those who are interested in the ecological management of coastal ecosystems and Ecosystem based Disaster Risk Reduction (EcoDRR).

In the U.S., more than 50% of the population inhabits coastal areas. In Planning for Coastal Resilience, Tim Beatley argues that, in the face of such threats, all future coastal planning and management must reflect a commitment to the concept of resilience. In this timely book, he writes that coastal resilience must become the primary design and planning principle to guide all future development and all future infrastructure decisions. Resilience, Beatley explains, is a profoundly new way of viewing coastal infrastructure—an approach that values smaller, decentralized kinds of energy, water, and transport more suited to the serious physical conditions coastal communities will likely face. Implicit in the notion is an emphasis on taking steps to build adaptive capacity, to be ready ahead of a crisis or disaster. It is anticipatory, conscious, and intentional in its outlook. After defining and explaining coastal resilience, Beatley focuses on what it means in practice. Resilience goes beyond reactive steps to prevent or handle a disaster. It takes a holistic approach to what makes a community resilient, including such factors as social capital and sense of place. Beatley provides case studies of five U.S. coastal communities, and “resilience profiles” of six North American communities, to suggest best practices and to propose guidelines for increasing resilience in threatened communities.

Climate change poses additional threats to coastal communities from sea level rise and possible increases in strength of the largest hurricanes. Several large cities in the United States have extensive assets at risk to coastal storms, along with countless smaller cities and developed areas. The devastation from Superstorm Sandy has heightened the nation's awareness of these vulnerabilities. What can we do to better prepare for and respond to the increasing risks of loss? Reducing Coastal Risk on the East and Gulf Coasts reviews the coastal risk-reduction strategies and levels of protection that have been used along the United States East and Gulf Coasts to reduce the impacts of coastal flooding associated with storm surges. This report evaluates their effectiveness in terms of economic return, protection of life safety, and minimization of environmental effects. According to this report, the vast majority of the funding for coastal risk-related issues is provided only after a disaster occurs. This report calls for the development of a national vision for coastal risk management that includes a long-term view, regional solutions, and recognition of the full array of economic, social, environmental, and life-safety benefits that come from risk reduction efforts. To support this vision, Reducing Coastal Risk states that a national coastal risk assessment is needed to identify those areas with the greatest risks that are high priorities for risk reduction efforts. The report discusses the implications of expanding the extent and levels of coastal storm surge protection in terms of operation and maintenance costs and the availability of resources. Reducing Coastal Risk recommends that benefit-cost analysis, constrained by acceptable risk criteria and other important environmental and social factors, be used as a framework for evaluating national investments in coastal risk reduction. The recommendations of this report will assist engineers, planners and policy makers at national, regional, state, and local levels to move from a nation that is primarily reactive to coastal disasters to one that invests wisely in coastal risk reduction and builds resilience among coastal communities.
