In the early nuclear age, experts anticipated that all technologically-capable states would build these powerful devices. That did not happen. Widespread development of nuclear arms did not occur, in large part, because a global nuclear nonproliferation regime was created. By the late-1960s, the United States and the Soviet Union had drafted the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and across decades the regime has expanded, with more agreements and more nations participating. As a result, in 2022, only nine states possess nuclear weapons. Why do most states in the international system adhere to the nuclear nonproliferation regime? Book excerpt: "Powerful international development organisations like the World Bank recognised that they contributed to ecosystem destruction and a loss of land and livelihoods for people in developing countries in the 1990s. Pressure from activists and the United States led the World Bank to give affected people recourse through an Inspection Panel. Within a decade other similar Multilateral Development Banks would follow suit. I argue that these accountability mechanisms embody a norm of 'accountability as justice', which has now spread globally. I make three arguments for why the norm was created, how the accountability mechanisms operate, and whether they hold the Banks to account. First, the US promoted this norm during debates over how to maintain the efficiency and effectiveness of the Multilateral Development Banks in the 1990s. As the Banks' premier shareholder, the US built on its history of using 'accountability as control' to establish the 'accountability as justice' norm of for all the Banks even when pressure from activists was absent or muted. It was able to do so using its 'power of the purse,' its 'vote,' and its 'voice' in the Banks. Second, the Banks resisted the norm, leading the US to invoke the same practices to demand the Banks reformulate the mechanisms in egregious cases. Finally, the book shows how the accountability mechanisms have become more accessible, transparent, independent, responsive, and effective. Despite these gains, the Banks adhere to the accountability as justice norm as a corrective to their operations rather than to pre-empt harm"--

Nevertheless, few studies have investigated how the leading state in the international system responds to rising powers in peripheral regions—actors that are not yet and might never become great powers but that are still increasing their strength, extending their influence, and trying to reorder their corner of the world. In the Hegemon's Shadow fills this gap. Evan Braden Montgomery draws on different strands of realist theory to develop a novel framework that explains why leading states have accommodated some rising regional powers but opposed others. Montgomery examines the interaction between two factors: the type of local order that a leading state prefers and the type of local power shift that appears to be taking place. The first captures a leading state's main interest in a peripheral region and serves as the baseline for its evaluation of any changes in the status quo. Would the leading state like to see a balance of power rather than a preponderance of power, does it favor primacy over parity instead, or is it impartial between these alternatives? The second indicates how a local power shift is likely to unfold. In particular, which regional order is an emerging power trying to create and does a leading state expect it to succeed? Montgomery tests his arguments by analyzing Great Britain’s efforts to manage the rise of Egypt, the Confederacy, and Japan during the nineteenth century and the United States’ efforts to manage the emergence of India and Iraq during the twentieth century.

Exit from Hegemony develops an integrated approach to understanding the rise and decline of hegemonic orders. It calls attention to three drivers of transformation in contemporary order. The generally accepted wisdom is that liberal superpowers, with economies based on capitalist principles, are best able to develop systems conducive to the health of the global economy. In Birth of Hegemony, Andrew C. Sobel draws attention to the critical role played by finance in the emergence of these liberal hegemons. He argues that a hegemon must have both the capacity and the willingness to bear a disproportionate share of the cost of providing key collective goods that are the basis of international cooperation and exchange. Through this, the hegemon helps maintain stability and limits the risk to productive international interactions. However, prudent planning can account for only part of a hegemon’s ability to provide public goods, while some of the necessary conditions must be developed simply through the processes of economic growth and political development. Sobel supports these claims by examining the economic trajectories that led to the successive leadership of the Netherlands, Britain, and the United States.
