Book excerpt: This program was developed to assist in planning studies required for the evaluation of proposed changes to a system and to assist in sizing the system components for flood control and conservation requirements for each component recommended for the system. The program can be used in studies made immediately after a flood to calculate the preproject conditions and to show the effects of existing and/or proposed reservoirs on flows and damages in the system. The program should also be useful in selecting the proper reservoir releases throughout the system during flood emergencies in order to minimize flooding as much as possible and yet empty the system as quickly as possible while maintaining the proper balance of flood control storage among the reservoirs. The above purposes are accomplished by simulating the sequential operation of various system components of any configuration for short interval historical or synthetic floods or for long duration nonflood periods, or for combinations of the two.

Russell Dam and Lake Project is presently under construction and is being placed in tandem between Hartwell and Clark Hill, two existing multipurpose hydropower plants on the Savannah River. System operational simulations were performed in support of a feasibility study for the installation of pump turbines at Russell, using a version of the Corps of Engineers HEC-5C computer program modified for system power and pumped storage. Information developed from the simulations include system hydropower production, pumping energy requirements, daily reservoir pool fluctuations, and reservoir elevation statistics. This information was useful in judging the effects of the addition of pumped storage on system hydropower production and reservoir recreation useability, as well as in ascertaining efficient system operational methods. Over 30 studies using HEC-SAM, the Corps' spatial data management system, are now completed or underway. HEC-SAM was created through selective acquisition of commercial software, adaption of academic research products, and development by researchers at the Corps' Hydrologic Engineering Center (HEC). The HEC role continues to be that of system developer and technology transfer agent. The evolution, present capabilities, and applications of HEC-SAM are described.
