Book excerpt: A motor vehicle emission inspection and maintenance (I/M) program is a system for the reduction of air pollution through mandatory testing of emissions and/or inspection of pollution control equipment to ensure that vehicles are properly maintained and have not been tampered with or misfuelled. The federal government has imposed stringent emission standards for both light and heavy duty motor vehicles at the point of manufacture in Canada or importation into Canada. A program for the testing and regulation of emissions from in-use motor vehicles is required to ensure full benefit from the public investment in emission control equipment on new vehicles. This report documents the findings of an I/M Implementation Task Force set up in May of 1989 to complete the preliminary design of a motor vehicle emission inspection and maintenance program for the Greater Vancouver Regional District (GVRD) and the areas in the Lower Mainland to the east of the GVRD.

Book excerpt: This report begins with an overview of the background to heavy duty diesel vehicle (HDDV) inspection & maintenance (I/M) in the US and Canada, and the need for such inspection, with particular attention to the effects of diesel exhaust particulate matter and smoke. Section 2 reviews emissions from HDDVs, with projections to 2010, and the legislation governing such emissions. Sections 3 and 4 provide an overview of the differences between heavy- and light-duty I/M programs and the features of HDDV I/M programs. Section 5 describes HDDV I/M test procedures and the pass/fail criteria. Section 6 tabulates HDDV information on inspection & smoke testing programs in various Canadian & US jurisdictions. Section 7 describes measures used to ensure quality assurance & control in those programs. Section 8 examines the costs of HDDV I/M programs and their cost effectiveness. Section 9 reviews inspection & repair personnel training & certification. Section 10 discusses public information & awareness initiatives associated with HDDV inspection programs. The final section makes suggestions regarding implementation of I/M programs.

Despite widespread use of these programs in air-quality management, policy makers and the public have found a number of problems associated with them. Prominent among these issues is the perception that emissions benefits and other impacts of I/M programs have not been evaluated adequately. Evaluating Vehicle Emissions Inspection and Maintenance Programs assesses the effectiveness of these programs for reducing mobile source emissions. In this report, the committee evaluates the differences in the characteristics of motor vehicle emissions in areas with and without I/M programs, identifies criteria and methodologies for their evaluation, and recommends improvements to the programs. Most useful of all, this book will help summarize the observed benefits of these programs and how they can be redirected in the future to increase their effectiveness.

Book excerpt: Pursuant to a congressional request, GAO discussed the Environmental Protection Agency's (EPA) implementation of vehicle inspection and maintenance (I/M) programs to ensure attainment of national ambient air quality standards by 1987. GAO found that the implementation of I/M programs continues to run behind the EPA schedule, largely because states have strongly opposed the programs and because EPA, desiring to work with the states, has given them more time to submit approvable programs. Further, many programs that have been implemented have experienced operational problems in the areas of quality control or enforcement. The scheduled program audits, if conducted, could help identify the overall operational problems and develop a strategy for dealing with them. However, EPA has not budgeted adequate resources to complete the scheduled audits of the remaining programs. GAO believes that these audits must be completed according to schedule to meet the 1987 deadline.
