Book excerpt: The National Academies of Sciences, Engineering, and Medicine in collaboration with the InterAcademy Partnership and the European Academies Science Advisory Committee held a workshop in November 2019 to bring together researchers and public health officials from different countries and across several relevant disciplines to explore what is known, and what critical knowledge gaps remain, regarding existing and possible future risks of harmful infectious agents emerging from thawing permafrost and melting ice in the Arctic region. The workshop examined case studies such as the specific case of Arctic region anthrax outbreaks, as a known, observed risk as well as other types of human and animal microbial health risks that have been discovered in snow, ice, or permafrost environments, or that could conceivably exist. The workshop primarily addressed two sources of emerging infectious diseases in the arctic: (1) new diseases likely to emerge in the Arctic as a result of climate change (such as vector-borne diseases) and (2) ancient and endemic diseases likely to emerge in the Arctic specifically as a result of permafrost thaw. Participants also considered key research that could advance knowledge including critical tools for improving observations, and surveillance to advance understanding of these risks, and to facilitate and implement effective early warning systems. Lessons learned from efforts to address emerging or re-emerging microbial threats elsewhere in the world were also discussed. This publication summarizes the presentation and discussion of the workshop.

Typically, a security program offers the structure to keep an individual’s business at a desired security level; a phenomenon that occurs through risks assessment faced, presenting sound decisions on how to mitigate these risks along with planning the manner through which one keeps the program and the security practices up-to-date. Substantially, data is the predominant value of any organization; the company’s data is the key asset that any security program will aid in protection not to mention that the business’ value rests in its data, an aspect clearly evident in organizations whose information management is controlled by governmental and other regulations, for instance, managing credit card information of the customers. On the other hand, in cases where data management practices are yet to be covered by regulations, the values of the following have to be considered: product information, financial data and customer information. Data protection refers to protecting the information’s confidentiality, integrity as well as its availability, thus; failure of protecting these three aspects results in business loss, loss of the organization’s goodwill and even legal liability.

This volume provides a map of this complex and rapidly transforming terrain. Security professionals need to understand their risks and work to effectively mitigate threats. The author describes training techniques that can be accomplished within a limited budget. He explains how to manage staff more efficiently in order to save money and implement strategic plans to help acquire resources within a restricted revenue environment. Processes to manage emergent events, provide risk assessments, evaluate technology and understand information technology. The future of healthcare is uncertain, but proactive prevention and effective resolution provide the resources necessary to meet the challenges of the current and future healthcare security environment.

Biological engagement programs are designed to address dual-use issues in pathogen research by promoting responsible science methodologies and cultures. Scientific collaboration is a core mechanism for engagement programs are designed to strengthen global health security, including prevention of avoidable epidemics; detection of threats as early as possible; and rapid and effective outbreak response. The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Workshop on Research and Development of Medical Products are summarized in this report.
