William L. Clay (chairman of the committee) presiding. Members present: Representatives Clay, McCloskey, Ackerman, Sawyer, Norton, Bishop, Hastings, Myers, and Morelia. Mr. Clay. The committee will come to order. This afternoon the committee begins its consideration of the Health Security Act of 1993, President Clinton's bill to reform the Nation's health care system. At the outset, let me commend President and Mrs. Clinton for their tireless efforts, both in developing the massive proposal and in focusing the Nation's and the Congress' attention on the need for health care reform. The President is absolutely right when he says that the goal of health care reform should be to guarantee to every citizen universal access to high-quality, affordable, and comprehensive health care services. On this important issue and many others, there is consensus today where none existed before. For these reasons, I have agreed to stand with the President as an original cosponsor of his bill. I, of course, still have my disagreements with the President on the means, and I have serious doubts about some of his objectives, which brings me to the subject of today's hearing. I have very grave concerns with the President's proposal to enroll Federal employees and retirees in 1998 in the State regional health alliances and to abolish the Federal Employees Health Benefits Program, FEHBP. FEHBP is a generally well-run program that serves nearly 9 million Federal employees, retirees, and dependents. It has been an important employee benefit for over 30 years. In recent years it has compiled an impressive record in controlling costs. And it is frequently cited by the administration and others as a model of managed competition. I do not believe the Congress should abolish a program that not only works well, but works well for so many people, unless we make sure it's in the best interests of Federal employees and retirees. Care Without Coverage examines the real consequences for adults who lack health insurance. The study presents findings in the areas of prevention and screening, cancer, chronic illness, hospital-based care, and general health status. The committee looked at the consequences of being uninsured for people suffering from cancer, diabetes, HIV infection and AIDS, heart and kidney disease, mental illness, traumatic injuries, and heart attacks. It focused on the roughly 30 million-one in seven-working-age Americans without health insurance. This group does not include the population over 65 that is covered by Medicare or the nearly 10 million children who are uninsured in this country. The main findings of the report are that working-age Americans without health insurance are more likely to receive too little medical care and receive it too late; be sicker and die sooner; and receive poorer care when they are in the hospital, even for acute situations like a motor vehicle crash.
