Book excerpt: The present study investigates the nexus between health performance dynamics and economic growth in 43 countries in sub-Saharan Africa for the period 2004-2018. Four health performance dynamics are used, notably: total life expectancy, male life expectancy, female life expectancy and risk of maternal death. The empirical evidence is based on quantile regressions in order to put into perspective the conditional distribution of economic growth. The following findings are established: (i) total life expectancy and male life expectancy increase economic growth exclusively in the 10th and 90th quantiles of economic growth; (ii) female life expectancy boosts economic growth in the 90th quantile of economic growth and (iii) the risk of maternal death reduces economic growth in the 75th and 90th quantiles of economic growth. Policy implications are discussed. The study complements the literature on the nexus between health performance and economic growth by assessing the nexuses throughout the conditional distribution of economic growth.

Book excerpt: Sub-Saharan Africa's long-term growth performance will need to improve significantly for the region to visibly reduce poverty and raise the standard of living to an acceptable level. Appropriate actions will also be needed to ensure that an adequate share of the growing income is devoted to reducing poverty. The key policy question for these countries and their development partners is how to spur economic growth. Empirical studies suggest that the contributions to growth of physical investment and total factor productivity in sub-Saharan Africa have been low in comparison with other regions and have declined over time. These trends have reflected inefficiencies in resource allocation, poor delivery of public goods, notably health care and education; and the high risk of doing business in many parts of the region. Moreover, although the labor force has expanded rapidly, its productivity has remained relatively low because of generally poor standards of health and education.

Book excerpt: In many respects, sub-Saharan Africa today is quite different from what it was in the early 1980s. For the first time in a generation, there is clear evidence of economic progress in an increasing number of countries in the region. Thus, since 1994 aggregate economic performance has been improving, reflecting the implementation of appropriate policies, often in the context of comprehensive adjustment and reform programs supported by the IMF and the World Bank. Sound fiscal and monetary policies have led to a substantial reduction of domestic and external financial imbalances. At the same time, important structural reforms have contributed to alleviating distortions and improving overall economic efficiency.2 More and more countries in the region are also giving increasing attention to achieving high-quality growth by placing higher priority on public spending on health care, education, and other basic social services. Moreover, the implementation of these economic policies has been accompanied by political liberalization and a movement toward participatory forms of government that foster a consensus encompassing the state and civil society.

The results indicate that (i) an increase in private investment has a relatively large positive impact on per capita growth; (ii) growth is stimulated by public policies that lower the budget deficit in relation to GDP (without reducing government investment), reduce the rate of inflation, maintain external competitiveness, promote structural reforms, encourage human capital development, and slow population growth; and (iii) convergence of per capita income occurs after controlling for human capital development and public policies.

Sub-Saharan Africa, however, has the lowest number of health workers in the world-significantly fewer than in South Asia, which is at a comparable level of economic development. The Labor Market for Health Workers in Africa uses the analytical tools of labor markets to examine the human resource crisis in health from an economic perspective. Africa's labor markets are complex, with resources coming from governments, donors, the private sector, and households. Low numbers of health workers and poor understanding of labor market dynamics are major impediments to improving health service delivery. Book excerpt: This paper studies the role of fiscal policies and institutions in building resilience in sub-Saharan African countries during 1990-2013, with specific emphasis on a group of twenty-six countries that were deemed fragile in the 1990s. As the drivers of fragility and resilience are closely intertwined, we use GMM estimation as well as a probabilistic framework to address endogeneity and reverse causality. We find that fiscal institutions and fiscal space, namely the capacity to raise tax revenue and contain current spending, as well as lower military spending and, to some extent, higher social expenditure, are significantly and fairly robustly associated with building resilience. Similar conclusions arise from a study of the progression of a group of seven out of the twenty-six sub- Saharan African countries that managed to build resilience after years of civil unrest and/or violent conflict. These findings suggest relatively high returns to focusing on building sound fiscal institutions in fragile states. The international community can help this process through policy advice, technical assistance, and training on tax administration and budget reforms.

Book excerpt: This study investigates whether the investment in the health sector matters for achieving sustainable growth via the Dumitrescu-Hurlin heterogeneous panel non-granger causality test as well as the dynamic panel threshold model for the panel of twenty-six Sub-Sahara African countries. We report evidence of a bidirectional causalilty between health investment and productivity growth in the panel of SSA and find that investing a substantial part of GDP (about 7.96%) into the health sector is necessary to ensure growth of productivity level in SSA. When we control heterogeneity in our sample using the regional economic grouping, and World Bank income classification, we report unidirectional causality across the panels and variations in the estimated threshold with higher values for all groups except ECOWAS with 5.82%. Above the threshold level, health investment has positive effects on productivity growth for all the groups. We report significant findings that are instructive to policymaking and future research.
