Book excerpt: This book’s main hypothesis is that Egypt’s large food subsidy system has been ineffective in reducing undernutrition; in fact, it may have contributed to sustaining and even aggravating both nutrition challenges. For a long time, the subsidy system provided only calorie-rich foods, at very low and constant prices and with quotas much above dietary recommendations. This system has created incentives to consume calorie-overladen and unbalanced diets, increasing the risks of child and maternal overnutrition and, at high subsidy levels, the risk of inadequate child nutrition. Moreover, the large public budget allocated to the food subsidies is unavailable for possibly more nutrition-beneficial spending, such as for child and maternal nutrition-specific interventions. The authors’ findings consistently suggest that—in addition to the well-known economic rationale for reforming the Egyptian food subsidy system—there are strong reasons to reform food subsidies due to nutrition and public health concerns. A fundamental food subsidy reform process has been under way since June 2014. The already-implemented changes can be expected to have reduced some incentives for overconsumption and may have positive dietary effects. However, further major reform efforts are needed to transform the current subsidy system into a key policy instrument in the fight against malnutrition. The findings of this book should be valuable to policy makers, analysts, development partners, and others concerned with improving food security and promoting healthy nutrition in Egypt and other developing countries with large social protection programs.

Book excerpt: In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.

Investigating the full range of phenomena that combine to generate poverty traps—gleaned from behavioral, health, and resource economics as well as the sociology, psychology, and environmental literatures—chapters in this volume also present new evidence that highlights both the insights and the limits of a poverty trap lens. Book excerpt: John Komlos examines the industrial expansion of Austria from a fresh viewpoint and develops a new model for the industrial revolution. By integrating recent advances in the study of human biology and nutrition as they relate to physical stature, population growth, and levels of economic development, he reveals an intense Malthusian crisis in the Habsburg lands during the second half of the eighteenth century. At that time food shortages brought about by the accelerated population growth of the 1730s forced the government to adopt a reform program that opened the way for the beginning of the industrial revolution in Austria and in the Czech Crownlands. Comparing this "Austrian model" of economic growth to the industrial revolution in Britain, Komlos argues that the model is general enough to explain demographic and economic growth elsewhere in Europe--despite obvious regional differences. The main feature of the model is the interplay between a persistent, even if small, tendency to accumulate capital and a population with an underlying tendency to grow in numbers while remaining subject to Malthusian checks, particularly a limited availability of food. According to Komlos, modern economic growth in Europe began when the food constraint was finally lifted. Originally published in 1989. In addition to the basic relationship on health, a number of other important relationships are investigated: (a) regional differences regarding the impact of under-nourishment on growth; (b) the impact that possible errors in measuring nutritional variables may have on the robustness of the estimated nutrition-growth relationship; and (c) the existence of "nutritional traps", i.e. the vicious circle of low nutrition-low economic growth-low nutrition. The basic conclusion of the paper - that undernourishment can be a serious handicap in the efforts of countries to achieve economic growth - suggests that actions taken to feed the hungry have a strong growth dimension in addition to their humanitarian character.
