The training is structured to target professionals from middle to senior levels of policy-making and government from all sectors influencing health. These include health, employment, housing, economic development, finance, trade, environment and sustainability, social security, education, agriculture and urban planning. Depending on the content, it would also be advisable to include participants from civil society. The manual includes 12 training modules consisting of interactive lectures and group activities.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. It is likely to be limited by the supply of metals critical to battery and solar cell production, and the investment required in decarbonized electricity. Using hydrogen to store renewable energy would greatly reduce efficiency, further increasing the investment required to decarbonize the electricity supply. The lowest technical risk and most economical pathway to decarbonization is reducing private car use. Shorter journeys would be made by walking and cycling – also known as “active travel” – with public transport used for most longer journeys. Realizing this cultural change in transport behavior will first require comprehensive networks for safe and enjoyable active travel, which separate walking and cycling. All locations should connect to either a fully segregated cycleway or traffic calmed roadways with a maximum speed of 30 kph. Active travel investment can save money due to improved public health, eliminate the 11% of carbon emissions caused by short car journeys, and facilitate public transport by empowering people to reach their final destination. Bicycle manufacturing is growing rapidly and further innovations in transport cycles and other lightweight vehicles compatible with an active travel infrastructure will boost this growth. Increased use of public transportation is vital to efficiently use the limited availability of decarbonized electricity. Autonomous vehicles in private use may increase vehicle miles, but autonomous operation within public transportation systems could be transformative. The remaining private cars, buses, and heavy goods vehicles could be electrified more cost effectively using electric road systems. These enable unlimited range and smaller batteries, with the lowest societal cost of any private car-based decarbonization pathway. Although users may pay higher road tax or tolls for the infrastructure, this is easily offset by greatly reduced vehicle costs and improved efficiency. Electrification needs to be brought initially to city bus networks and heavily used transport corridors. Wider use will require standardization and investment at the federal level or continental level. There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.
