Book excerpt: The public will be able to petition the House of Commons electronically for the first time, under proposals published by the House of Commons Procedure Committee today. The system the Committee puts forward is based on the existing Government e-petition site, redesigned and rebranded to show that it is jointly run between the House of Commons and the Government. Crucially, it will be backed by the establishment of a new Petitions Committee, which will be able to hear petitioners' concerns and scrutinise the Government's response. The Petitions Committee will consider both e-petitions and paper petitions presented under the existing procedures. When it identifies a petition meriting further action, it will be able to: correspond with petitioners on their petition; call petitioners for oral evidence; refer a petition to the relevant select committee; seek further information from the Government, orally or in writing, on the subject of a petition; and put forward petitions for debate in the House

Until now, few authors have addressed in depth the internal relationships among parliamentary actors, their competing beliefs and their influence on parliament’s effectiveness. Parliament is overwhelmingly an agonistic institution, and competition for status, resources, influence and control has pervaded its administration and impeded reform. Parliaments appear to struggle with the concept of institutional management. The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators. This book examines parliamentary management in the national parliaments of Australia and the United Kingdom. Once interred with mummified remains, nearly a thousand funerary portraits from Roman Egypt survive today in museums around the world, bringing viewers face-to-face with people who lived two thousand years ago. Until recently, few of these paintings had undergone in-depth study to determine by whom they were made and how. An international collaboration known as APPEAR (Ancient Panel Paintings: Examination, Analysis, and Research) was launched in 2013 to promote the study of these objects and to gather scientific and historical findings into a shared database. The first phase of the project was marked with a two-day conference at the Getty Villa. Conservators, scientists, and curators presented new research on topics such as provenance and collecting, comparisons of works across institutions, and scientific studies of pigments, binders, and supports. The papers and posters from the conference are collected in this publication, which offers the most up-to-date information available about these fascinating remnants of the ancient world. Political parties play a crucial role in this. They select the candidates, form or oppose governments, and organize the work of the representatives in parliament. This model of democracy is however being criticized. Parties are hardly trusted and voters have become volatile. How, then, do elected representatives of the people see and fulfil their role? To study this a survey was organized among the members of statewide and sub-state parliaments in fifteen countries. Members of seventy-three parliamentary assemblies were asked how they perceive their representative role, what they do to keep in touch with voters, how they behave and vote in parliament and how they will try to get re-elected. One of the ways in which candidates and elected members of parliament might react to the changing conditions in which they have to represent the people is by stressing more personal characteristics as opposed to the party label and party ideology. Representation might then become more a matter of personal choice. The results of the survey presented in this book do however confirm quite strongly that representation is very much shaped by the political institutions in which it is performed. Representation differs between countries, between different electoral systems, between statewide and regional parliaments, and depends strongly on the party to which a member of parliament belongs. Representation depends not as much on who the representatives are, as on where they are.
