This book addresses the theme which lies at the heart of these pressures: the role of national parliaments in the implementation of judgments of the Court. It combines theoretical and empirical insights into the role of parliaments in securing domestic compliance with the Court's decisions, and provides detailed investigation of five European states with differing records of human rights compliance and parliamentary mobilisation: Ukraine, Romania, the United Kingdom, Germany, and the Netherlands. How far are parliaments engaged in implementation, and how far should they be? Do parliaments advance or hinder human rights compliance? Is it ever justifiable for parliaments to defy judgments of the Court? And how significant is the role played by the Parliamentary Assembly of the Council of Europe? The Committee believe they have influenced the debate about multinational companies paying the appropriate amount of tax due, based on their transactions conducted within the UK; exposed serious problems with how the tax planning industry pushes aggressive tax avoidance schemes to businesses and wealthy individuals; helped to reform how HMRC tackles marketed tax avoidance schemes and settles tax disputes with large corporates; and challenged HMRC to provide a better and more even-handed service to customers. The Committee welcome the action that HMRC has taken in response to the recommendations and the progress that has been made. But much remains to be done; for example, HMRC must urgently transform its currently unacceptable levels of customer service. The Committee further welcomes the lead the UK Government has taken in this area on the international stage and call on the next government to continue this work and undertake to tackle both the industry and culture that surrounds and supports tax evasion and aggressive avoidance.

Some Commissioners have fallen well short of the public's expectations and urgent reforms are needed to ensure that this concept does not put at risk public trust and engagement in the police, the very objectives for which PCCs were brought in. New Commissioners should have a transition period of one month between election and taking office. The hiring of deputies and the decision to remove chief constables are critical decisions for local communities and it is vital that the amount of the scrutiny applied to commissioners by police and crime panels increases. Panels' powers must be strengthened and extended to ensure that any decision to remove a chief constable is the right one for the public. Only this will provide full public confidence. Deputies should not be cronies that are given their job on the basis of nepotism. Panels should have the power of veto over the appointment of a deputy commissioner, where they have not stood for election alongside the commissioner. By electing Deputies on the same ticket we ensure that the public will be able to have their say on someone who often acts with the powers of the Commissioner. Though good working relationships between chief constables and PCCs are welcomed, the arrangement should never be too cosy. The setting of targets by PCCs must not promote the manipulation of crime figures and all PCCs should review their auditing arrangements immediately

Book excerpt: Since 1945, turnout for general elections in the UK has fallen from a high of 83.9% in 1950 to a low of 59.4% in 2001. Turnout for the 2010 general election was 65.1% higher than the previous two general elections, but still the third lowest since the introduction of universal suffrage. Turnout at the last general election was also low compared with turnout at the last parliamentary elections in other European Union countries. There is also evidence that a significant number of people in the UK are not registered to vote, with the most recent estimates indicating that the electoral register was between 85 and 87% complete. This would mean that approximately 6.5 million people are missing from the electoral register. In light of this, the Political and Constitutional Reform Committee agreed to conduct an inquiry into voter registration and turnout in the UK.
