The objective of these reviews is to provide a comprehensive picture of the current hazardous waste problems and the waste management approaches being used to address them so that new program activities can be designed more efficiently.

By very rough estimates, almost 272 million metric tons of hazardous wastes are being generated every year in the region. While the data are not consistently defined and reported, they do indicate the extent of the problem. Increasing development brings along an increase in the rate of hazardous waste generation. On this basis, the developing countries of the region can be expected to experience some of the same problems of the developed countries as their economies become more industrialized. Fundamental problems are involved in the compilation of consistent hazardous-waste generation statistics in the Pacific Basin. One involves the definition of what constitutes hazardous waste.

Alternative fuel sources such as coal, which is available in the Pacific Basin, can help mitigate adverse impacts of sudden price increases or supply disruptions. Coal combustion produces solid and potentially hazardous wastes of concern to environmental regulators and utility managers. This paper identifies issues associated with managing coal combustion wastes in the Pacific Basin, using the state of Hawaii as a case study. Hawaii is typical of many Pacific Basin locations in that it depends on oil, has limited sites, for waste management operations, and is subject to domestic and international waste management regulations. The paper discusses coal-fired utility wastes, environmental impacts of coal combustion waste disposal, and regulatory requirements that impact coal waste management. From this baseline, potential on- and off-island options for coal waste management are identified. Waste management costs are estimated and non-quantifiable issues are addressed for each option. Many options are applicable across the Pacific Rim and may serve as a basis for future fuel-use decisions.

Book excerpt: As officials in Pacific Basin Countries develop laws and policies for cleaning up hazardous wastes, experiences of countries with such instruments in place may be instructive. The United States has addressed cleanups of abandoned hazardous waste sites through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The US Congress enacted CERCLA in 1980. The task of cleaning up waste sites became larger and more costly than originally envisioned and as a result, Congress strengthened and expanded CERCLA in 1986. Today, many industry representatives, environmentalists, and other interested parties say the program is still costly and ineffective, and Congress is responding through a reauthorization process to change the law once again. Because the law and modifications to it can affect company operations and revenues, industries want to know the potential consequences of such changes. Argonne National Laboratory (ANL) recently developed a baseline for one economic sector -- the US energy industry -- against which impacts of proposed changes to CERCLA could be measured. Difficulties encountered in locating and interpreting the data for developing that baseline suggest that legislation should not only provide for meeting its stated goals (e.g., protection of human health and the environment) but also allow for its efficient evaluation over time. This lesson can be applied to any nation contemplating hazardous waste cleanup laws and policies.

Book excerpt: An emerging trend in environmental regulatory management promises enhanced environmental protection and more flexibility for regulated entities. This trend reflects three concepts. First, regulations designed to reduce one type of environmental pollution (e.g., air pollution) should not increase other types of pollution (e.g. hazardous waste). Second, pollution prevention is an important alternative to end-of-pipe control requirements. Third, offering polluting entities the flexibility of meeting certain performance criteria may produce better environmental results than prescribing specific technologies or approaches. A significant body of literature supports the need to develop regulatory programs that incorporate these concepts. However, there is little evidence that these concepts have been integrated into actual multimedia regulatory programs. Argonne National Laboratory and the U.S. Department of Energy are developing a prototype regulatory program for petroleum refineries that embraces these concepts. The development approach in this case study comprises several steps: (1) identifying and evaluating existing regulations governing petroleum refineries (if any); (2) characterizing expected future operating conditions of refineries; (3) setting goals for the regulatory program; (4) identifying and evaluating options for the program; (5) developing a prototype based on selected options; (6) identifying and addressing implementation issues; and (7) testing the prototype on a pilot basis. The approach being used in the U.S. effort is flexible and can be used in environmental management efforts throughout the Pacific Basin--in both developing and developed countries.
