Download or read book Transportation of Hazardous Materials written by Leon N. Moses and published by Springer Science & Business Media. This book was released on 1993-05-31 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This volume brings together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology, and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats) to produce a set of integrated insights and understandings of the problems associated with the transportations of hazmats. The papers in this volume, originally presented at Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes, deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTUSA). The book begins by explaining some of the important aspects of HMTUSA and other recent legislation dealing with the transport of hazmats. The book then considers the important ways in which industry has been attempting to deal with the risks involved with the transportation of hazardous materials. Finally, the book includes discussions of the law and economics, regulation, and cost issues involved in this subject."--Publisher description.

Book Special Investigation Report

Download or read book Special Investigation Report written by United States. National Transportation Safety Board and published by . This book was released on 1979 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Transportation Safety Board has investigated many accidents in which persons were killed following the release of hazardous materials from vehicles involved in the accidents. For example, 16 persons died following the rupture of a liquefied petroleum gas tank-semitrailer in a 1975 highway accident near Eagle Pass, Texas. In Youngstown, Florida, eight persons died following the puncture of a rail tank car carrying chlorine during an accident in 1978. In Houston, Texas, five persons were killed and 178 persons were injured by the release of anhydrous ammonia following the crash of a tank-semitrailer in a 1976 highway accident. The Safety Board has previously reported the causes of these accidents. However, the extent of the casualties in these and other accidents following the release of hazardous materials far exceeded the initial crash losses. Improving survivability in such accidents would contribute significantly to reduced hazardous materials transportation risks. Using the 1976 Houston accident as an example, the Safety Board investigated survival actions by the victims to determine what actions they took, why they were taken, and what effects these actions had on the victims' survival. These actions were then analyzed to determine the effectiveness of the U.S. Department of Transportation-mandated safeguards in reducing casualties in hazardous materials accidents.

Book Standardized Maps for Hazardous Materials Accidents

Download or read book Standardized Maps for Hazardous Materials Accidents written by and published by . This book was released on 1979 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Problems reported by emergency response personnel in developing pre-emergency plans and making tactical decisions during hazardous materials transportation emergencies prompted the Safety Board to conduct this special investigation. The investigation disclosed a need to improve methods for predicting the expected behavior of hazardous materials in emergencies, for both preplanning and tactical uses. Existing information sources were found to be inadequate for these purposes. A method to improve the recording of hazardous materials behavior in accident investigations that will improve preplanning and tactical decisionmaking for hazardous materials emergencies was identified and has been adopted as a tentative accident reporting standard by the Safety Board for accidents involving hazardous materials. Immediate and potential uses for the standardized hazardous materials behavior maps are identified and implementation problems are discussed.

Book Emergency Response Guidebook

Download or read book Emergency Response Guidebook written by U.S. Department of Transportation and published by Simon and Schuster. This book was released on 2013-06-03 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: Does the identification number 60 indicate a toxic substance or a flammable solid, in the molten state at an elevated temperature? Does the identification number 1035 indicate ethane or butane? What is the difference between natural gas transmission pipelines and natural gas distribution pipelines? If you came upon an overturned truck on the highway that was leaking, would you be able to identify if it was hazardous and know what steps to take? Questions like these and more are answered in the Emergency Response Guidebook. Learn how to identify symbols for and vehicles carrying toxic, flammable, explosive, radioactive, or otherwise harmful substances and how to respond once an incident involving those substances has been identified. Always be prepared in situations that are unfamiliar and dangerous and know how to rectify them. Keeping this guide around at all times will ensure that, if you were to come upon a transportation situation involving hazardous substances or dangerous goods, you will be able to help keep others and yourself out of danger. With color-coded pages for quick and easy reference, this is the official manual used by first responders in the United States and Canada for transportation incidents involving dangerous goods or hazardous materials.

Book Highway Maintenance Procedures Dealing with Hazardous Material Incidents

Download or read book Highway Maintenance Procedures Dealing with Hazardous Material Incidents written by Eugene Russell and published by Transportation Research Board. This book was released on 1994 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to maintenance managers, maintenance engineers, health and safety officials, those responsible for environmental protection, police, and others concerned with responding to hazardous materials incidents on public highways. Information is presented on the educational, training, and equipment needs of maintenance personnel, as well as on the procedures for response, containment, and cleanup of hazardous materials. This report of the Transportation Research Board discusses the procedures that are required by federal or state regulations and identifies the various response systems and responsibilities in effect in the states. It describes cautions and caveats that are generally recommended with regard to the training and involvement of highway maintenance forces. Awareness training is noted as the primary and necessary requirement for maintenance personnel. Recommendations for improvements to educational procedures are also included.

Book Hazardous Materials Transportation Risk Analysis

Download or read book Hazardous Materials Transportation Risk Analysis written by W. R. Rhyne and published by Van Nostrand Reinhold Company. This book was released on 1994 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: How can we predict and control risks related to the transportation of hazardous substances? This book explains what a transportation quantitative risk analysis is, how to communicate risk study objectives to an experienced risk analyst, and how to do a reasonably detailed calculation based on available risk data. The author explains the quantitative risk analysis (QRA) procedure and its application to transportation. He familiarizes readers with sources of data specific to accident rate, probabilistic distribution of accident force magnitude, and conditional probability of container failure. Risk analysis methodologies and data uncertainties are also clearly explained. A special feature of the book is an extended example of a quantitative risk analysis for bulk transport of chlorine by truck and train. This detailed example explores every step of the QRA from preliminary hazards analysis to risk reduction alternatives. This example can be adapted to many practical situations. Methodologies are provided for accident scenario development, frequency and consequence analysis, and risk presentation. The book has in-depth discussions of Definitions of basic risk analysis terms Mathematical formulations for transportation quantitative risk analysis Databases for accident rate and frequency, accident force types and magnitudes, container failure probability, and release amounts Engineering models for container failure analysis Quantification of the risk reduction of modifying container design A generalized fault tree that can be easily modified for different types of transportation risk analysis The discussion of consequence analysis delves into release rates and amounts, airborne dispersion, toxic material effects, exposed populations, and exposure mitigation measures. Analysis results for both individual and societal risks are discussed. Appendices cover numerical evaluation of train and truck accident scenario frequencies and source term characterization. Hazardous Materials Transportation Risk Analysis will be a valuable reference for supervisors and managers who ship, receive, or transport hazardous materials: state, federal, and local transportation officials; transportation packaging engineers; and others, such as emergency planners and environmental analysts, who have reason to understand transportation risk.

This book was released on 2013-03-09 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Industrial development is essential to improvement of the standard of living in all coun tries. In a given region, old and new plants, processes, and technologies have to coexist Technological penetration and substitution processes are generally taking place; they are entirely dynamic and this trend is going to stay like this. People's health and the environment can be affected, directly or indirectly, by rou tine waste discharges or by accidents. A series of recent major industrial accidents and the effect of poUution highlighted, once again, the need for better management of rou tine and accidental risks. Moreover, the existence of natural hazards complicate even more the situation in any given region. Managing the hazards of modern technological systems has become a key activity in highly industrialized countries. Decision makers are often confronted with complex issues concerning economic and social development, industrialization and associated infrastructure needs, population and land use planning. Such issues have to be ad dressed in such a way that ensures that public health wiD not be disrupted or substan tially degraded.
