Book excerpt: In the summer of 1967, in response to violent demonstrations that rocked 164 U.S. cities, the National Advisory Commission on Civil Disorders, a.k.a. the Kerner Commission, was formed. The Commission sought reasons for the disturbances, including the role that law enforcement played. Chief among its research projects was a study of 23 American cities, headed by social psychologist Robert Shellow. An early draft of the scientists’ analysis, titled “The Harvest of American Racism: The Political Meaning of Violence in the Summer of 1967,” provoked the Commission’s staff in November 1967 by uncovering political causes for the unrest; the team of researchers was fired, and the controversial report remained buried at the LBJ Presidential Library until now. The first publication of the Harvest report half a century later reveals that many of the issues it describes are still with us, including how cities might more effectively and humanely react to groups and communities in protest. In addition to the complete text of the suppressed Harvest report, the book includes an introduction by Robert Shellow that provides useful historical context; personal recollections from four of the report’s surviving social scientists, Robert Shellow, David Boesel, Gary T. Marx, and David O. Book excerpt: Analyzing Oppression presents a new, integrated theory of social oppression, which tackles the fundamental question that no theory of oppression has satisfactorily answered: if there is no natural hierarchy among humans, why are some cases of oppression so persistent? Cudd argues that the explanation lies in the coercive co-opting of the oppressed to join in their own oppression. This answer sets the stage for analysis throughout the book, as it explores the questions of how and why the oppressed join in their oppression. Cudd argues that oppression is an institutionally structured harm perpetrated on social groups by other groups using direct and indirect material, economic, and psychological force. Among the most important and insidious of the indirect forces is an economic force that operates through oppressed persons' own rational choices. This force constitutes the central feature of analysis, and the book argues that this force is especially insidious because it conceals the fact of oppression from the oppressed and from others who would be sympathetic to their plight. The oppressed come to believe that they suffer personal failings and this belief appears to absolve society from responsibility. While on Cudd's view oppression is grounded in material exploitation and physical deprivation, it cannot be long sustained without corresponding psychological forces. Cudd examines the direct and indirect psychological forces that generate and sustain oppression. She discusses strategies that groups have used to resist oppression and argues that all persons have a moral responsibility to resist in some way. In the concluding chapter Cudd proposes a concept of freedom that would be possible for humans in a world that is actively opposing oppression, arguing that freedom for each individual is only possible when we achieve freedom for all others.

Since India’s independence, the major challenge before the State has been how to provide employment to the vast amount of unskilled labour in rural areas. In order to examine the functioning of institutions under MGNREGA in a tribal community of Andhra Pradesh and Odisha, this book assesses the act’s impact on, and drawbacks regarding, the socio-economic condition of the Indigenous people, evaluating the constraints faced by the functionaries in implementing the scheme. Its findings point out the inefficiency and rampant corruption involved in the implementation of the MGNREGA over the years. The book will serve to contribute to raising awareness on the part of the targeted groups and, above all, to showing officials the importance of transparency and responsible governance for the effective implementation of this scheme. India needs to develop its own pro-active measures to cultivate a democracy of the oppressed, in order to combat the current tyranny of the majority which prevails in the country. Its findings also provide new data showing that large-scale MGNREGA policy represents an important tool of mitigating violent conflict in India.

Friedman draws upon many sources for his history, significantly upon papers which have only recently been opened to public scrutiny. These include State Department Records at the National Archives and papers relating to the Jewish refugee question at the Roosevelt Library at Hyde Park. Such documents serve as the foundation for this study, together with the papers of the American Friends Service Committee, of Rabbis Stephen Wise and Abba Silver, Senator Robert Wagner, Secretary Hull and Assistant Secretary of State Breckinridge Long, of the American Jewish Archives, the National Jewish Archives, and extensive interviews with persons intimately involved in the refugee question. Professor Friedman describes America's pre-war preoccupation with economic woes: immigrants, particularly Jewish immigrants, were viewed as competitors for scarce jobs. President Franklin D. Roosevelt, although personally sympathetic to the dilemma of Jews, was not willing to risk public and congressional support for his domestic programs by championing legislation or diplomacy to increase Jewish immigration. The court-packing scandal and the unsuccessful purge of Southern Democrats had left his popularity at an all-time low. Jewish leaders were equally unwilling to antagonize the American public by strong advocacy of the Jewish cause. They feared anti-Semitic backlash against American Jews and worried that their own "100 percent" loyalty to the nation might be questioned. Although he takes issue with authors who propose that anti-Semitism at the highest levels of the State Department was the major block to the rescue of the Jews, Friedman demonstrates that some officials continually thwarted rescue plans. He suggests that a disinclination to sully themselves in negotiations with the Nazis and a fear that any ransom would prolong the global conflict, caused the Allies to offer only token overtures to the Nazis on behalf of the Jews.
