Book excerpt: Urbanization and growth of cities are the defining development trends in Uzbekistan, and the country has a unique opportunity to use them as drivers of development. To make the most of the urbanization opportunity, Uzbekistan needs to learn from global experiences, understand the challenges that growing cities face, and act quickly to create favorable conditions for urbanization. While reforms directly affecting urbanization are already underway in Uzbekistan, they can be more effective if they are based on a better understanding of the ongoing urbanization process and its challenges. Government of Uzbekistan initiatives such as the propiska reform, land privatization, and administrative reforms (among others) will have a direct impact on how cities develop, and whether they become drivers of social and economic progress. This report offers an overview of key characteristics of the urbanization process in Uzbekistan and issues associated with it, and thus sets a baseline for detailed work on advancing policy reforms related to urbanization and urban development. The second chapter of the report offers a review of the key outcomes of urbanization in Uzbekistan thus far and opens discussion about the two critical conditions that could be holding Uzbekistan back: factor market distortion and poor urban management. The third chapter presents more detailed analysis of key urbanization trends in Uzbekistan today and demonstrates the channels through which inefficient factor markets and deficient urban management limit the development benefits of urbanization. Chapter 4 digs deeper into these factors that might be causing the inefficient and unsustainable urbanization trends and attempts to identify policy-relevant conditions that might be driving these trends. Finally, chapter 5 discusses key directions for policy reform that are pivotal for effective and sustainable urbanization and urban growth in Uzbekistan.

Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. However, the drop in the global prices of many key commodities in recent years have severely impacted Uzbekistan's economy. Under these circumstances, the new government introduced major reforms. The pace of reform is unprecedented. The government has formulated its long-term economic strategy in its Vision 2030, which aims to double the country's gross domestic product by 2030 through a program of economic diversification. This book analyzes how Uzbekistan can boost sustainable economic growth to create more and better jobs. It considers how the country can consolidate achievements from recent policy reforms and maintain reform efforts to accelerate sustainable growth. Policy recommendations cover fostering macroeconomic stability, increasing investment in physical infrastructure, enhancing human capital, improving firms' access to finance, and lowering barriers to international trade and foreign investment inflows.

By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.
