Much of this transformation is focused on acquiring emerging technologies that will ensure our warfighters maintain technological superiority over our enemies. To ensure we capitalize on developing technologies available around the world, we must create an environment that builds, and then continues to foster, creativity and innovation. The keys to an innovation nurturing environment are communication and decentralized decision-making. We must break down the barriers between the stakeholders, and develop true collaboration within the technology development and acquisition teams. The team should include scientists from the labs, engineers from the program management shops, as well as decision makers from the test community. The experienced warfighter must also be included on this team, as should experts from academia and industry. We must evaluate the potential of a technology early by use of hardened prototypes and subsystems. These tests must be done with soldiers as users as early in the cycle as possible. When all non-destructive tests are complete, we should test to failure on key attributes, and ensure we learn as much as possible about system failure models.

To help U.S. policymakers become more aware of these developments, a committee of the National Academies' Board on Science, Technology, and Economic Policy undertook a review of the goals, concept, structure, operation, funding levels, and evaluation efforts of significant innovation programs around the world. As a part of this effort, the committee identified Flanders, a region of Belgium with substantial autonomy, which is recognized for its comprehensive approach to innovation. Based on initial meetings in Washington and Brussels, and with the endorsement of Flanders Vice Minister-President Fientje Moerman, it was agreed to organize a conference that would review regional innovation policies in the context of the policies and programs of the Flanders government, and their interaction with those of the European Union. This book provides a summary of that symposium.

Major sources of innovative capacity are the new knowledge and trained students generated by U.S. research universities. However, many of the complex technical and societal problems the United States faces cannot be addressed by the traditional model of individual university research groups headed by a single principal investigator. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are "interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy.
