Book excerpt: The US Army is undergoing a transformation to make it more capable and more relevant for wars in the 21st century. Much of this transformation is focused on acquiring emerging technologies that will ensure our warfighters maintain technological superiority over our enemies. To ensure we capitalize on developing technologies available around the world, we must create an environment that builds, and then continues to foster, creativity and innovation. The keys to an innovation nurturing environment are communication and decentralized decision-making. We must break down the barriers between the stakeholders, and develop true collaboration within the technology development and acquisition teams. The team should include scientists from the labs, engineers from the program management shops, as well as decision makers from the test community. The experienced warfighter must also be included on this team, as should experts from academia and industry. We must evaluate the potential of a technology early by use of hardened prototypes and subsystems. These tests must be done with soldiers as users as early in the cycle as possible. When all non-destructive tests are complete, we should test to failure on key attributes, and ensure we learn as much as possible about system failure models.

As a part of this effort, the committee identified Flanders, a region of Belgium with substantial autonomy, which is recognized for its comprehensive approach to innovation. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard.
