In a critical departure from the state-capacity consensus that has dominated the debate on terrorism and state failure, this book argues that conflict and sovereignty transformations in Somalia cannot be understood as the result of a gap in state-capacity, as multiple interventions have compromised the autonomy of the target state and society to act as sovereign. Destabilising Interventions in Somalia focuses on the humanitarian intervention of the mid-1990s, the Ethiopia–Eritrean regional proxy war in the late 1990s and the Global War on Terror in the 2000s. Examining the politics and mechanisms of multiple interventions, this book shows how interveners complicate and amplify existing conflicts, how they reiterate the international dimension of the conflict itself, and how they orient the target state towards the outsourcing of sovereignty functions. Key to this process has been the violent and exclusionary nature of interventions grounded in the aspiration of transforming existing political orders. The leaders and the people of Somaliland have since succeeded not only in maintaining peace and stability, but also in building the institutions of government and the foundations for democracy that have led to a succession of elections, peaceful transfers of power and a consolidation of democratization. The resulting state of Somaliland is widely hailed as a beacon of success within a politically turbulent region and provides a useful framework for successful statebuilding projects throughout the world.

Book excerpt: Somaliland declared its independence from Somalia in 1991, though no country in the world has recognized its existence. Since then Somaliland has maintained peace and stability while laying the groundwork for democratic governance. But today Somaliland is at a perilous crossroads. The administration of President Dahir Riyale Kahin has repeatedly failed to hold key elections originally scheduled for mid-2008. The resulting crisis has laid bare the limits of what Somaliland has accomplished and now threatens its hard-won progress. Somaliland's government continues to rely on extralegal "security committees" to usurp the role of the courts and allow government officials to incarcerate criminal suspects, including children, without charge or trial. While heavy-handed acts of repression are rare, they are not unheard of, and low-level harassment of journalists, opposition officials and others is common. The president and his government frequently flout the laws and constitution, while the legislature and the courts do nothing to rein in such abuses of power. Human Rights Watch urges Somaliland's government to ensure that presidential elections are held as currently scheduled in September 2009. In the longer term, Somaliland's government should make a concerted effort to strengthen the rule of law and end human rights violations. Somaliland's international partners, whether they recognize Somaliland's independence or not, should use both pressure and assistance to help ensure that this happens.
