Available in PDF, EPUB and Kindle. Book excerpt: This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Book The Presidentialization of Politics

Download or read book The Presidentialization of Politics written by Thomas Poguntke and published by OUP Oxford. This book was released on 2007-04-27 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Presidentialization of Politics shows that the politics of democratic societies is moving towards a presidentialized working mode, even in the absence of formal institutional changes. These developments can be explained by a combination of long-term structural changes in modern politics and societies' contingent factors which fluctuate over time. While these contingent, short-term factors relate to the personalities of office holders, the overall political agenda, and the majority situation in parliament, there are several structural factors which are relatively uniform across modern nations. First, the internationalization of modern politics (which is particularly pronounced within the European Union) has led to an 'executive bias' of the political process which has strengthened the role of political top elites vis-à-vis their parliamentary groups and/or their parties. Their predominance has been amplified further by the vastly expanded steering capacities of state machineries which have severely reduced the scope of effective parliamentary control. At the same time, the declining stability of political alignments has increased the proportion of citizens whose voting decisions are not constrained by long-standing party loyalties. In conjunction with the mediatization of politics, this has increased the capacity of political leaders to by-pass their party machines and to appeal directly to voters. As a result, three interrelated processes have led to a political process increasingly moulded by the inherent logic of presidentialism: increasing leadership power and autonomy within the political executive; increasing leadership power and autonomy within political parties; and increasingly leadership-centred electoral processes. The book presents evidence for this process of presidentialization for 14 modern democracies (including the US and Canada). While there are substantial cross-national differences, the overall thesis holds: modern democracies are increasingly following a presidential logic of governance through which leadership is becoming more central and more powerful, but also increasingly dependent on successful immediate appeal to the mass public. Implications for democratic theory are considered.

Book Israel in a Turbulent Region

Download or read book Israel in a Turbulent Region written by Tore Petersen and published by Routledge. This book was released on 2019-03-07 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: This anthology examines and deconstructs what Israeli security looks like and how its various security identities have evolved both before the establishment of the state and in the years and decades since 1948. It casts light on how aspects of Israel’s foreign relations have been shaped as much by internal politics as by external challenge. Further, not only does it answer the questions surrounding Israel’s past, but examines carefully what type of country it has now become. Compared to much of the turbulence in the region, Israel’s diplomacies have been remarkably resilient and inventive. With the background of 100th anniversary of the Balfour declaration this book is a multidisciplinary study using several different methodological approaches; from discursive analyses, to theories of memories and identity, to interviews with Israeli soldiers in the field, to a legal approach to the topic, as well as International Relations studies and traditional archival studies. South Africa was one of Israel’s main partners in terms of security cooperation and weapons research and development until the fall of the apartheid regime. This has been compensated with Israel opening up diplomatic relations with China (1991) and India (1992) and extending its ties with Japan. While the EU often criticize Israel’s policies against the Palestinians, this is mostly rhetoric as for practical purposes Israel is like a member of the EU. This comprehensive volume studying contemporary Israel is an invaluable resource for students and scholars interested in Foreign and Security Policy, Israel and the Middle East.

Book The Constitutional Value of Sunset Clauses

Download or read book The Constitutional Value of Sunset Clauses written by Antonios Kouroutakis and published by Taylor & Francis. This book was released on 2016-10-04 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sunset clauses are a commonly used statutory provision related to the temporary duration of various laws. This book explores the constitutional value of such clauses. It examines the drafting of sunset clauses and the relevant amendment process, as well as the parameters that influence their incorporation into legislation. Arguments and conclusions are drawn from historical and current uses and it is discussed how and why legislators draft legislation with sunset clauses. Predominantly focused on their use in the UK, the approach is interdisciplinary and comparative insofar as it uses examples from a variety of legal orders.

Book What Women Represent

Download or read book What Women Represent written by Erica Rayment and published by McGill-Queen's Press - MQUP. This book was released on 2024-05-14 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: Political equity advocates and academics often argue that we must elect more women, but what difference does it make if we do? What Women Represent shows that women can and do influence the issues raised and the decisions made in parliamentary debate and decision-making. Using a new framework for thinking about what it means for legislators to represent women and drawing on a database that encompasses five decades of debate in the House of Commons, Erica Rayment investigates which members of Parliament represent women and what issues they address. She then examines the role women parliamentarians played in two instances where governments threatened to curtail previous gender equality gains: the Mulroney government’s attempted recriminalization of abortion and the Harper government’s plans to cut funding and weaken the mandate of Status of Women Canada. Rayment’s analysis decisively shows that parliamentary presence matters for the representation of women’s interests; women MPs, regardless of party, are more likely to act for women and play a critical role when the rights of women are at stake. What Women Represent is the first large-scale analysis of the substantive representation of women in Canadian politics, adding depth and nuance to our understanding of issues of gender in parliamentary institutions.

Book Britain s Greatest Prime Minister

Download or read book Britain s Greatest Prime Minister written by Martin Hutchinson and published by Lutterworth Press. This book was released on 2020-11-26 with total page 668 pages. Available in PDF, EPUB and Kindle. Book excerpt: Britain's Greatest Prime Minister: Lord Liverpool unpicks two centuries of Whig history to redeem Lord Liverpool (1770-1828) from 'arch-mediocrity' and establish him as the greatest political leader the country has ever seen. In the past, biographers of Lord Liverpool have not sufficiently acknowledged the importance of his foremost skill: economic policy (including fiscal, monetary and banking system questions). Here, Hutchinson's decades of experience in the finance sector provide a more specialised perspective on Liverpool's economic legacy than most historians are able to offer. From his adept handling of unparalleled economic and social difficulties, to his strategic defeat of Napoleon and unprecedented approach to the subsequent peace process, Liverpool is shown to have set Britain's course for prosperity and effective government for the following century. In addition to granting him his rightful place among British Prime Ministers on both domestic and foreign policy grounds, Hutchinson advances how a proper regard for Liverpool's career might have changed the structure and policies of today's government for the better.
