Book excerpt: The primary purpose of systems engineering is to organize information and knowledge to assist those who manage, direct, and control the planning, development, production, and operation of the systems necessary to accomplish a given mission. However, this purpose can be compromised or defeated if information production and organization becomes an end unto itself. Systems engineering was developed to help resolve the engineering problems that are encountered when attempting to develop and implement large and complex engineering projects. It depends upon integrated program planning and development, disciplined and consistent allocation and control of design and development requirements and functions, and systems analysis. The key thesis of this report is that proper application of systems analysis and systems engineering will improve the management of tank wastes at the Hanford Site significantly, thereby leading to reduced life cycle costs for remediation and more effective risk reduction. The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.

The NATO Advanced Research Workshop in Lisbon was an important step in the development and application of cost efficient methods of risk assessment especiaIly within the constraints of a budget. The goal of the workshop was to evaluate the potential for risk assessment to serve as a unified and unifying technique in addressing a wide range of environmental problems. Papers presented in this book discuss issues ranging from specific and local studies (specific site, ecosystem, pollutant) to global decision and management frameworks (watersheds, regions, integration of multiple poIlutants and stressors); they develop a range of approaches starting from specific methods to widely applied public policies (Figure 1). The papers show that the use of risk assessment can provide the scientific basis for environmentaIly sound and cost-efficient policies, strategies, and solutions to our environmental chaIlenges. The organization of the Proceedings reflects sessions and discussions during the workshop. The papers in the introductory Chapter summarize the positions of Drs. Glenn Suter (EPA) and Jim Wilson (Resources for the Future) regarding whether the use of often-expensive risk assessments in developing countries can be justified, given evolving regulatory institutions and limited resources.

Book excerpt: The Hanford Site was established by the federal government in 1943 as part of the secret wartime effort to produce plutonium for nuclear weapons. The site operated for about four decades and produced roughly two thirds of the 100 metric tons of plutonium in the U.S. inventory. Millions of cubic meters of radioactive and chemically hazardous wastes, the by-product of plutonium production, were stored in tanks and ancillary facilities at the site or disposed or discharged to the subsurface, the atmosphere, or the Columbia River. In the late 1980s, the primary mission of the Hanford Site changed from plutonium production to environmental restoration. The federal government, through the U.S. Department of Energy (DOE), began to invest human and financial resources to stabilize and, where possible, remediate the legacy of environmental contamination created by the defense mission. During the past few years, this financial investment has exceeded $1 billion annually. DOE, which is responsible for cleanup of the entire weapons complex, estimates that the cleanup program at Hanford will last until at least 2046 and will cost U.S. taxpayers on the order of $85 billion. Science and Technology for Environmental Cleanup at Hanford provides background information on the Hanford Site and its Integration Project,discusses the System Assessment Capability, an Integration Project-developed risk assessment tool to estimate quantitative effects of contaminant releases, and reviews the technical elements of the scierovides programmatic-level recommendations.
