Erst im 21. Jahrhundert ist diese Frage angesichts der dramatischen Zuspitzung gesellschaftlicher Konflikte systematisch gestellt und aus Sicht der Schulpädagogik dahingehend beantwortet worden, dass Demokratiebildung in der Schule geschehen müsse. Die Jugendarbeit hat dem nicht widersprochen, weil beide Demokratie entsprechend dem vorherrschenden "westlichen" Verfassungsverständnis als Regierungsform begreifen: als einen Konkurrenzkampf der Eliten/Parteien um die Macht im Staat, auf den die Jugend schulisch-kognitiv vorzubereiten ist, um sich später als Wahlbürger daran zu beteiligen. Versteht man Demokratie jedoch auch als Lebensform, als deliberativ und beteiligungszentriert in Beratung und Entscheidung, dann bedarf es hierfür nicht nur einer kognitiven Vorbereitung, sondern einer Bildung in demokratischer Praxis. Ihre genuine Institution ist aufgrund seiner Tradition und Prinzipien der Verein mit seinem egalitären Mitgliederhandeln, der Diskussionsfreiheit und den Majoritätsentscheidungen im Rahmen einer kommunalen Öffentlichkeit. Vor dem Hintergrund, dass der Verein heute in Deutschland als wichtigster Sozialraum gilt und zugleich die Basis-Institution der Sozialpädagogik ist, wird die Vereinspädagogik entfaltet und in der Differenz zur Schulpädaogogik als Demokratiepädagogik rekonstruiert.
