Qualifying as a bidder is separate from the bid evaluation process. Before invitations to bid on large or especially complex works projects are issued, a process of prequalification is required to select competent bidders. This document helps bidders through the prequalification process. To simplify presentation by applicants for prequalification, standard forms have been prepared for the submission of relevant information. Guidance notes and examples are provided for the implementing agency making the evaluation. Annexes give information about prequalification that are likely to be of interest to potential bidders on World Bank projects. NOTE: This replaces Standard Prequalification Document: Procurement of Works (September 1999), Stock no. 14601 (ISBN 0-8213-4601-6).

This book examines the issues and challenges raised by procurement regulation in the multilateral development banks. The book examines the history of procurement regulation in the banks; the tripartite relationship created between the banks, borrowers and contractors in funded procurements; the procurement documents and procurement cycle; as well as how the banks ensure competition and value for money in funded procurements. The book also examines the banks' approach to sustainability concerns in public procurement such as environmental, social or industrial concerns; as well as how the banks address the issue of corruption and fraud in funded contracts. From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.
