Book excerpt: The purpose of this program is to provide an independent and objective monitoring of the failure and maintenance problems of the Marine Air Command and Control System (MACCS). The specific portions of the MACCS being monitored are the Tactical Air Command Central, AN/TYQ-1; the Tactical Air Operations Central, AN/TYQ-2; the Tactical Data Communications Central, AN/TYQ-3; the Radar Set, AN/TYQ-32; and other equipments associated with these systems. This is being accomplished by monitoring actual performance data relative to design objectives, identifying problem areas, and recommending specific corrective action. This handbook provides the program documentation used to perform the Reliability and Monitoring Program for the MACCS. It consists of a detailed description of the characteristics and features of the MACCS R & M program; a complete list of computer instructions and data used in solving the problem for which the program is designed; the design criteria for the subject program in functional terminology and flow charts showing control flow in the program; and the program operating procedures necessary to perform all aspects of program operation.

Book excerpt: The U.S. Marine Corps conducts maintenance on combat essential, readiness-reportable ground combat equipment on a continuous basis. This maintenance effort is managed through a standardized database management system, known as the Marine Corps Integrated Maintenance Management System (MIMMS). A method is developed in this thesis which provides the operational commander with an empirically based maintenance forecasting system, using information currently being collected by the MIMMS system, and producing consistently sharper local estimates of individual equipment behavior. With this method, a ground commander can specify a predetermined equipment mixture and an expected exercise duration, based on a general geographic location, and be provided estimates of equipment availability. Thus, he can better manage his maintenance effort and allocation of maintenance resources. Forecasting is done by simulation future repair and failure times from models estimated using available maintenance history data. The simulation is configured to be managed in the MODSIM 11 simulation language (continued) as a series of alternating state changes, for each equipment item, up to a preselected stopping point, which would represent a projected deployment date. Estimates of equipment operational availability are computed from monitored mean failure and repair times in each state. Compilation of the prototype version, simulating six items through three complete transaction groups, is completed in approximately 15 minutes, and execution on an IBM compatible 386-25 based machine concludes in approximately 10 minutes.
