Book excerpt: This Handbook for Military Support to Essential Services and Critical Infrastructure provides fundamental guidance, planning considerations, techniques, and procedures for the development of essential services and critical infrastructure (ES&CI) during Phase 0, "Shaping" operations or restoration of ES&CI in the wake of a natural disaster or combat during joint operation phases IV, "Stabilize," and V, "Enable Civil Authority." This handbook is not intended to stand alone as a planning guide, but instead to complement the planning that would be required to better integrate all elements of national capacity in response to an overseas contingency or in support of military engagement, security cooperation, and deterrence activities. Its primary purpose is to provide guidance for joint force commanders and military planners during the post-conflict period, since the military likely will continue to contribute to ES&CI restoration throughout the post-conflict period. It is designed to help lay the groundwork for a successful transition between military and civilian authorities in situations where the armed forces for whatever reason find themselves as the de facto governing authority responsible for providing essential governmental services for a civilian population. It is titled to emphasize that although infrastructure projects provide visible evidence of progress and represent a straightforward engineering problem, their larger purpose is to support delivery of some particular governmental or community-wide service. In conventional war one objective is to destroy the infrastructure that the adversary uses to support its combat effort. In today's conflicts, a principal objective is to win the confidence of the population and convert the adversary to become a partner who contributes to stability. The preservation and development of the critical infrastructure to function effectively and serve the needs of the population is an important component in winning the confidence and support of the population. Thus, judgment on how to limit the destruction of infrastructure is important to support rapid post-conflict recovery. Once large-scale combat concludes, recent experience (e.g., Operations ENDURING FREEDOM and IRAQI FREEDOM) has demonstrated that the same military units conducting the combat will likely remain to initiate post-conflict restoration of ES&CI. It is in the initial portion of the post-conflict period, with uncertain security conditions for civilians, that the military may bear significant responsibility for ES&CI restoration. This handbook defines the services (water, sanitation, transportation, medical, etc.) needed to sustain civilian populations, the infrastructure needed to deliver such services, why delivery of such services is critical, and the appropriate roles military forces can play to enable service delivery. It describes the nature of the situations that will be faced and provides both general guidance on addressing recovery problems and contact references to obtain specialized assistance. It covers both steady-state Phase 0 and post-conflict Phases IV and V ES&CI-related operations. It stresses that civilians are generally the supported entity for ES&CI-related operations, and urges that where security conditions inhibit civilian deployment they be invited to embed with military units to the extent possible.

Book excerpt: JP 1-02, Department of Defense Dictionary for Military and Associated Terms, defines Unified Action (UA) as the synchronization, coordination, and/or integration of the activities of governmental and nongovernmental entities with military operations to achieve unity of effort. To this end United States Joint Forces Command (USJFCOM) embarked on a multi-year project to carry forward the principles of UA through concept development and experimentation. The project, called Unified Action, intersected with and supported the development of this overview pamphlet and a series of five other handbooks (listed on page iv). This was completed through the concept development and experimentation capabilities residing within USJFCOM as a part of a command initiative, directed from the Office of the Secretary of Defense, to build partnership capacity and assist with the implementation of National Security Presidential Directive 44 (NSPD-44). The UA project focused on two lines of operations (LOO) to achieve its objectives. The first line included limited objective experiments contributing to the implementation of the DOD work plan to support NSPD-44. Products of this included the military component to revisions of the United States Government (USG) Draft Planning Framework, the Implementation Planning Annex, and the Interagency Management System (IMS) Operations Guide. The second line of operation included spiral events to produce the series of handbooks and overview. The products of both LOO were developed and validated through a rigorous process of experimentation that was conducted with military and civilian partners across the USG. The authors of the IMS Handbook as well as of the functional handbooks developed them in close coordination with, and significant input from both civilian and military experts in the respective fields that the handbooks cover. The authors also regularly vetted the content with these experts to assure currency and accuracy of both theory and practice. As a result, both the IMS Handbooks as well as the functional handbooks represent the current state of best practices in the both functional areas for reconstruction and stabilization operations, and the conduct of the IMS. The military will also continue to contribute to reconstruction of critical infrastructure and support the provision of essential services to the population throughout the stability operations period.

Two unique aspects are: (1) the aggregation of disparate information into one place, distilling essentials, and tailoring to DOD installation leadership; and (2) bringing cyber/information technology (IT), civil engineers, public works, and mission operators together with a singular focus on ICS security in support of missions. Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.
