In addition the demand for halal tourism is also increasing. Indonesia is one of the largest Muslim countries in the world. However, there are still many Muslim consumer actors and Muslim producer actors who do not yet have an awareness of the importance of complying with the provisions of Islamic law in consuming and producing goods and services. There are still many restaurants and hotels that serve food and drinks that are not certified halal. There are still many food, medicinal and cosmetic products that are not halal certified. But now many secular countries such as France, Canada, Australia, the United States, Britain are also halal certified with the aim of meeting the Muslim demand for halal products for food and beverage, including for halal tourism. Starting from the development of the halal industry both in the fields of food, beverages and services, an International Seminar was held, which provides a more complete understanding of halal products, current halal developments and can serve as motivation to produce halal products, providing research results from the topic of halal development. The international seminar, entitled International Conference on Halal Development, listed speakers from several countries able to provide an overview of the halal development of several countries. This book contains a selection of papers from the conference.

Yet, as this volume documents, developing country firms and governments invest little to realize this potential, which dwarfs international aid flows. Using new data and original analytics, the authors uncover the key to this innovation paradox in the lack of complementary physical and human capital factors, particularly firm managerial capabilities, that are needed to reap the returns to innovation investments. Hence, countries need to rebalance policy away from R and D-centered initiatives †“ which are likely to fail in the absence of sophisticated private sector partners †“ toward building firm capabilities, and embrace an expanded concept of the National Innovation System that incorporates a broader range of market and systemic failures. The publication of this translation of Shaikh Ibn Ashur’s Treatise on Maqasid al-Shari’ah is a breakthrough in studies on Islamic law in the English language. In this book, Ibn Ashur proposed Maqasid as a methodology for the renewal of the theory of Islamic law, which has not undergone any serious development since the era of the great imams. Ibn Ashur – quite courageously – also addressed the sensitive topic of the intents/Maqasid of Prophet Muhammad (SAAS) behind his actions and decisions. He introduced criteria to differentiate between the Prophetic traditions that were meant to be part of Islamic law and the Prophetic actions/ sayings that were meant to be for the sake of specific purposes such as political leadership, court judgment, friendly advice, and conflict resolution. But Ibn Ashur’s most significant contribution in this book has been the development of new Maqasid by coining new, contemporary, terminology that were never formulated in traditional usul al-fiqh. For example, Ibn Ashur developed the theory of the ‘preservation of lineage’ into ‘the preservation of the family system’, the ‘protection of true belief’ into ‘freedom of beliefs’, etc. He also introduced the concepts of ‘orderliness’, ‘natural disposition’, ‘freedom’, ‘rights’, ‘civility’, and ‘equality’ as Maqasid in their own right, and upon which the whole Islamic law is based. This development opens great opportunities for Islamic law to address current and real challenges for Muslim societies and Muslim minorities.

Book excerpt: This book examines Muslims in Singapore, analysing their habits, practices and dispositions towards everyday life, and also their role within the broader framework of the secularist Singapore state and the cultural dominance of its Chinese elite, who are predominantly Buddhist and Christian. Singapore has a highly unusual approach to issues of religious diversity and multiculturalism, adopting a policy of deliberately ‘managing religions’ - including Islam - in an attempt to achieve orderly and harmonious relations between different racial and religious groups. This has encompassed implicit and explicit policies of containment and ‘enclavement’ of Muslims, and also the more positive policy of ‘upgrading’ Muslims through paternalist strategies of education, training and improvement, including the modernisation of madrassah education in both content and orientation. This book examines how this system has operated in practice, and evaluates its successes and failures. In particular, it explores the attitudes and reactions of Muslims themselves across all spheres of everyday life, including dining and maintaining halal-vigilance; education and dress code; and practices of courtship, sex and marriage. It also considers the impact of wider international developments, including 9/11, fear of terrorism and the associated stigmatization of Muslims; and developments within Southeast Asia such as the Jemaah Islamiah terrorist attacks and the Islamization of Malaysia and Indonesia. This study has more general implications for political strategies and public policies in multicultural societies that are deeply divided along ethno-religious lines.
