The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

Book excerpt: Terrorism on the African continent is a complex and emotional topic. One of the primary reasons for this is that a historical introspection for any country, or its people, that has been confronted with a conflicting past can only be described as 'sensitive'. In addition to international developments and challenges, domestic circumstances predominately fuel domestic terrorism. It will therefore be a mistake to assess the threat of terrorism in any country in historic isolation. This is particularly true when one tries to assess and understand the 'renewed' threat of terrorism in Algeria, Morocco and Tunisia. This monograph will attempt to place the threat and implication of the name change announcement of the Salafist Group for Combat and Preaching (GSPC) to al-Qa'eda in the Land of the Islamic Maghreb (AQLIM) in context, with the primary focus on events in 2007. The name change in itself implied that the original domestic group had transnational ambitions, but what influenced this development and what would the consequences be? Although this development led to immediate and extensive international interest in the Maghreb, it became clear that most assessments focused on the now, without appreciating the historical complexities that ultimately led to this development.

Book excerpt: This timely and important work takes a critical look at the shifting role of police, who are becoming increasingly responsible for handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study specifically focused on the Israel National Police, the authors of this work have examined the effects of this shifting role on a number of key areas of policing concern, namely: police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources. This work will be of interest for researchers in criminology and criminal justice, particularly with a focus on police studies and counter-terrorism; police administrators; and researchers in related disciplines, such as sociology and public administration.

Most rules of international law are traditionally based on the notion of State territory, and territoriality still significantly shapes our contemporary legal system. At the same time, new developments have challenged territory as the main organising principle in international relations. Three trends in particular have affected the role of territoriality in international law: the move towards functional regimes, the rise of cosmopolitan projects claiming to transgress state boundaries, and the development of technologies resulting in the need to address intangible, non-territorial, phenomena. Yet, notwithstanding some profound changes, it remains impossible to think of international law without a territorial locus. If international law is undergoing changes, this implies a reconfiguration of territory, but not a move beyond it. The Netherlands Yearbook of International Law was first published in 1970.
