In this definitive study of the international crisis caused by Aristide's overthrow by the Haitian military on September 30, 1991, Roland Perusse analyzes and critiques the events that led up to the military coup as well as the aftershocks of that action. Beginning with a biographical sketch of Aristide and his rise to power, Perusse details the major events during the first eight months of his presidency and factors that led up to his overthrow. He then focuses on early attempts to restore Aristide to power by the Organization of American States, the impediments to that goal resulting from both U.S. and OAS policy, the United Nations involvement in the issue, and the problems caused by the outpouring of refugees and ineffective embargos. Perusse also describes the Carter mission to Haiti which successfully negotiated the departure of the three principal Haitian military leaders and arranged for a peaceful rather than hostile entry of U.S. military forces in a U.N.-sanctioned intervention. When the coup leaders refused to leave peacefully, forces authorized by the U.N. Security Council deployed toward Haiti. Diplomatic efforts by former President Carter, General Powell, and Senator Nunn eventually obtained the cooperation of coup leaders in the final hour, and on September 19, 1994, the first of over 50,000 U.S. military personnel arrived to ensure security, facilitate Aristide's return, and professionalize the Haitian security forces.^L General Henry Shelton, later the Chairman of the Joint Chiefs of Staff, commanded the joint task force that entered Haiti under Chapter 7 of the U.N. Charter during one of the few recent instances of U.N. intervention without the concurrence of the host nation. While the operation was unique, its innovations will benefit planners for decades as humanitarian actions around the world continue to be important. This book illustrates the challenges of remaining engaged in support of the United Nations and of conducting modern military operations, which are highly dependent on close interagency and multinational coordination.

In this work, Jonathan Hartlyn offers a new explanation for the country's political evolution, based on a broad comparative perspective. Hartlyn rejects cultural explanations unduly focused on legacies from the Spanish colonial era and structural explanations excessively centered on the lack of national autonomy. Instead, he highlights the independent impact of political and institutional factors and historical legacies, while also considering changes in Dominican society and the influence of the United States and other international forces. In particular, Hartlyn examines how the Dominican Republic's tragic nineteenth-century history established a legacy of neopatrimonialism, a form of rule that found extreme expression in the brutal dictator Rafael Trujillo and has continued to shape politics down to the present. By examining economic policymaking and often conflictual elections, Hartlyn also analyzes the missed opportunity for democracy during the rule of the Dominican Revolutionary Party and the democratic tensions of the administrations of Joaquin Balaguer.

Internal Affairs shows how the organizational structures of human rights NGOs and their campaigns determine their influence on policy. Drawing on data from seven major international organizations-the International Committee of the Red Cross, Amnesty International, Human Rights Watch, Médecins sans Frontières, Oxfam International, Anti-Slavery International, and the International League of Human Rights-Wendy H. Wong demonstrates that NGOs that choose to centralize agenda-setting and decentralize the implementation of that agenda are more successful in gaining traction in international politics. Challenging the conventional wisdom that the most successful NGOs are those that find the "right" cause or have the most resources, Wong shows that how NGOs make and implement decisions is critical to their effectiveness in influencing international norms about human rights. Building on the insights of network theory and organizational sociology, Wong traces how power works within NGOs and affects their external authority. The internal coherence of an organization, as reflected in its public statements and actions, goes a long way to assure its influence over the often tumultuous elements of the international human rights landscape.
