Coronavirus disease 2019 (COVID-19) poses a major challenge for Haiti, a country in a fragile situation with very limited healthcare services, just emerging from two years of socio-political instability and worsening economic hardship. Measures are being taken by the government to stop the spread of the virus and to cushion the economic impact of the shock. IMF emergency support under the Rapid Credit Facility will help fill the balance of payments gap and create fiscal space for essential health expenditures, income support to workers, and cash and in-kind transfers to households. In order to address the crisis, scarce budgetary resources will need to be allocated to critical spending on disease containment and increased social assistance to the most vulnerable. In order to ensure the appropriate use of emergency financing, the authorities should prepare monthly budget execution reports on COVID-19 expenditures and undertake an ex-post financial and operational audit of COVID-related operations.

With more than half the population already below the poverty line, Haiti faces a dire humanitarian crisis, with an expected financing gap in FY2023 of at least US$105 million (0.5 percent of GDP), assuming import compression and pending additional external financing from development partners. This shock compounds the hardships of an already highly fragile country—also suffering a public health emergency (cholera) and serious security risks. In line with global trends and also due to an escalation of violence, the macroeconomic situation has been more challenging relative to the outlook in June 2022, at the time of the approval of the Staff Monitored Program (SMP). That said, recent data suggest that the authorities are making meaningful efforts to overcome the multiple challenges facing the country and the First Review of the SMP was approved by IMF Management on December 21, 2022.

Book excerpt: This paper presents an update of CEPRâ€TMs December 2007 overview of Haitiâ€TMs outstanding foreign debt, and how much of this debt is scheduled to be canceled under Haitiâ€TMs participation in the International Monetary Fund (IMF) and World Bankâ€TMs Heavily Indebted Poor Countries (HIPC) initiative. The paper examines how soon Haiti may complete the HIPC process, and compares the benefits of debt cancellation for Haiti under HIPC versus expedited debt cancellation. Haiti is the most impoverished country in the Western Hemisphere, with 76 percent of its population below the poverty line and a life expectancy of 58.1 years. Yet it was originally excluded from the HIPC initiative for debt cancellation in 1996 because of a technicality relating to its debt service burden. Although it was subsequently included (in 2006), because of this delay Haiti is currently struggling to meet the requirements for cancellation of most of its total $1.7 billion foreign public debt. Haiti still has to reach the "completion point" under the HIPC initiative in order to receive debt cancellation, which is now not expected until mid-2009 at the earliest. Since completion point was not reached by September 2008, Haiti now has to pay an additional $44.5 million in debt service payments to multilateral institutions (mostly the World Bank and the Inter-American Development Bank). This is equivalent to about 26 percent of Haiti's spending on public health, where there are many vital unmet needs. Furthermore, this total does not include bilateral debt service of $11.4 million, some cancellation of which can also be expected. The paper presents other reasons to avoid delay, and argues that there is little reason to believe that the conditions set by the IMF and World Bank for further debt cancellation are likely to benefit Haiti.
