En el Prólogo, Mons. Tomasi, Nuncio en las Naciones Unidas y otras organizaciones internacionales en Ginebra, advierte que "no hay contradicciones entre derechos humanos, libertad de religión y práctica religiosa (...) Ante la cultura occidental focalizada sobre el individuo, será oportuno ampliar la reflexión internacional sobre el aspecto comunitario de la libertad de religión, lo que conduce al derecho a la libertad de expresión y de reunión", porque "el derecho a la libertad de religión favorece el bienestar del individuo y de la sociedad". Alfonso Riobó, director de la revista mensual, sobre la Iglesia y la cultura, Palabra, es sacerdote, doctor en Derecho, y ha estudiado Ciencias Políticas y Filosofía. Es autor de diversos trabajos relacionados con los aspectos de la libertad religiosa, principalmente desde la perspectiva de la legislación estatal acerca del fenómeno religioso.
