Book excerpt: Desde que el concepto de cluster fue consolidándose en las últimas décadas como un representativo instrumento de desarrollo regional, fue también estableciéndose -junto al de distrito industrial, medios innovadores y sistemas regionales de innovación- como un elemento ciertamente idealizado y cuasi hegemónico inspirador de una variedad de políticas oficiales de fortalecimiento de la competitividad en casi toda America latina. Sin embargo, y aún reconociendo su utilidad, sostenemos que su ingreso a esta macro-región ha descuidado elementos contextuales, históricos, económicos e institucionales específicos de la "periferia"; descuido que constituye una debilidad importante de los marcos conceptuales regionalistas latinoamericanos.Sin relegar los aportes al desarrollo regional surgidos en Latinoamérica, exploramos lo que denominamos "fallas de origen" de los cuerpos conceptuales que dan fundamento al análisis y promoción de clusters, reflejando con ello no sólo las debilidades en la importación de ideas a la periferia, sino también las falencias intrínsecas y matriciales presentes en ese marco conceptual concebido en el "centro". Éste es, por tanto, un libro crítico del enfoque regionalista latinoamericano, que continúa la colección Desarrollo Urbano y Regional y Políticas Públicas de esta Editorial, y que pretende recuperar la capacidad de análisis crítico latinoamericana, perdida -creemos- décadas atrás.Centrado en la experiencia argentina reciente, el libro trabaja con estudios de caso de dos importantes sectores industriales, la Maquinaria Agrícola y el Mueble de Madera. Con el objetivo de analizar críticamente la manera en que el concepto de desarrollo regional basado en la idea de cluster y distrito industrial fue utilizado en los abordajes latinoamericanos, se identifican primero las "fallas de origen" de los marcos conceptuales, se explican sus debilidades y se propone una metodología para superarlas. Se analizan luego las aglomeraciones productivas y se explican sus debilidades en la incorporación al mercado global y como herramientas generales de desarrollo. Se propone, hacia el final, una serie de lineamientos teórico-metodológicos tendientes a modificar la agenda de la investigación regionalista en escenarios periféricos, y a elaborar nuevas estrategias de intervención institucional, repensando un programa de desarrollo regional donde las dimensiones local, regional, y nacional aparezcan adecuadamente articuladas como componentes de un sistema social de producción de base nacional.
