Book excerpt: "While professional site evaluation is a necessary step in any conservation or development process, the availability of an at-home ecological evaluation to be conducted by individual landowners is something that has not yet been considered by professionals. Landowners who have undeveloped or underdeveloped property may be eligible for tax reductions if they participate in conservation easement programs available to them through agencies such as the Vermont Land Trust or the Landowner's Incentive Program. Some of these conservation easements are only available if the land in question is of good ecological value. The purpose of this study was to conduct a review of professional site analysis techniques, with special focus on publicly available assessment forms specific to Vermont, to determine what questions might be adapted to create a Landowner's Ecological Assessment Form (LEAF). In the course of the study it was determined that a checklist approach could be adapted for ease of understanding and scoring. While the resultant form was longer than first anticipated, it was possible to break the form into required, as-needed, and optional sections in order to decrease the length of the assessment for users based On the composition of their holdings. It is possible to use the results from the assessment to make general recommendations to guide a landowner through the process of choosing a conservation easement program; however, once a program is chosen, further assessment by professionals may be necessary. Use of the LEAF form by landowners for pre-screening for conservation easements could help professionals in government agencies enhance or develop a ranking system for field assessments of private property. When used as part of a forest or wildlife management plan, LEAF assessments could help landowners check On the effectiveness of their interventions and highlight areas in heed of improvement. Book excerpt: Abstract: Habitat is now the basis of most impact assessments and resource inventories, and it is the basis of many species management plans, mitigation planning, and environmental regulation. Habitats are relatively stable through time, easily defined in intuitive physical terms, and provide a tangible resource for negotiations and decision making. Numerous and varied methods of analyzing and reporting habitat conditions have been developed by federal, state, provincial, and private agencies. Habitat assessment approaches vary greatly among regions of the continent. The great variability in methods and an unusually wide range of practices have impeded the ability of agencies to share and synthesize information. A diversity of methods is desirable in the initial stages of a rapidly developing field, but enough time has passed to assess the state-of-knowledge and identify the best of the currently used methods and techniques. This manual is intended to provide fisheries biologists with a limited set of techniques for obtaining aquatic habitat data. The manual also describes the range of information collected and used in agency habitat analyses. Agencies planning habitat programs should review the synthesis of established and documented methods being used in North America (Appendix 1) and the planning recommendations in Chapter 2. Then, the remaining chapters should be reviewed to determine what types of habitat data should be included in the agency's program.

The conference was well-received, and the published volume (Verner, J. , M. L. Morrison, and C. J. Ralph, editors. 1986. Wildlife 2000: modeling habitat relationships of terrestrial vertebrates, University of Wisconsin Press, Madison, Wisconsin, USA) proved to be a landmark publication that received a book award by The Wildlife Society. Wildlife 2001: populations was a followup conference with emphasis on the other major biological field of wildlife conservation and management, populations. It was held on July 29-31, 1991, at the Oakland Airport Hilton Hotel in Oakland, California, in accordance with our intent that this conference have a much stronger international representation than did Wildlife 2000. The goal of the conference was to bring together an international group of specialists to address the state of the art in wildlife population dynamics, and set the agenda for future research and management on the threshold of the 21st century. The mix of specialists included workers in theoretical, as well as practical, aspects of wildlife conservation and management. Three general sessions covered methods, modelling, and conservation of threatened species.
