Book excerpt: This book argues that China’s Belt and Road Initiative should be seen more as a geopolitical project and less as a global economic project, with China aiming to bring about a new Chinese-led international order. It contends that China’s international approach has two personas – an aggressive one, focusing on a nineteenth century-style territorial empire, which is applied to Taiwan and the seas adjacent to China; and a new-style persona, based on relationship building with the political elites of countries in the Global South, relying on large scale infrastructure projects to help secure the elites in power, a process often leading to lower democratic participation and weaker governance structures. It also shows how this relationship building with elites leads to an acceptance of Chinese norms and to changes in states’ geopolitical preferences and foreign policies to align them with China’s geopolitical interests, with states thereby joining China’s emerging international order. Overall, the book emphasises that this new-style, non-territorial “empire” building based on relationships is a major new development in international relations, not fully recognised and accounted for by international relations experts and theorists.

Discussing the development of global terrorism between the 9/11 attacks and the launch of the European front against global terror in Spain and Great Britain, the book goes on to analyze why France has not been attacked during the 2000s and why it, in turn, became a primary target of terrorist attacks during the 2010s, with a special emphasis on communication theory and the concept of reciprocity. Studying these attacks on the international level, the book offers insights into violent acts of revenge of the radical home-grown jihadists for the French military interventions in four Middle Eastern and North African (MENA) countries, especially Libya and Syria. It further investigates the following growing radicalization of the Muslim community on the national level as a reason for terrorist attacks. Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policymaking has changed the contours of that debate. The rise of China and other powers across the global political arena sparks a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are more visible to IR scholars because of the increasing influence that rising powers have in the international system. This book shows that foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for analysis. Shaping the Future of Power probes the types of power mechanisms that build, diffuse, and project China’s power in Africa. One must take into account the processes of knowledge production, social capital formation, and skills transfers that Chinese foreign policy directs toward African states to fully understand China’s power-building mechanisms. The relational power framework requires these elements to capture both the material aspects and ideational people-centered aspects to power. By examining China’s investments in human resource development programs for Africa, the book reveals a vital, yet undertheorized, aspect of China’s foreign policy making.
