Book excerpt: This paper investigates the dynamic impact of natural resource discoveries on government debt sustainability. We use a 'natural experiment' framework in which the timing of discoveries is treated as an exogenous source of within-country variation. We combine data on government debt, fiscal stress and debt distress episodes on a large panel of countries over 1970-2012, with a global repository of giant oil, gas, and mineral discoveries. We find strong and robust evidence of a 'fiscal presource curse', i.e., natural resources can jeopardize fiscal sustainability even before 'the first drop of oil is pumped'. Specifically, we find that giant discoveries, mostly of oil and gas, lead to permanently higher government debt and, eventually, debt distress episodes, specially in countries with weaker political institutions and governance. This evidence suggest that the curse can be mitigated and even prevented by pursuing prudent fiscal policies and borrowing strategies, strengthening fiscal governance, and implementing transparent and robust fiscal frameworks for resource management.

Book excerpt: Guyana continues to make progress in laying the foundation for poverty reduction, but at a very slow pace. Critical issues remain unresolved. The political situation remains problematic, with the two main parties divided along ethnic lines. The most recent mechanism to facilitate a constructive working arrangement between the two parties has broken down and is unlikely to be revived in its current form. Much then depends on the ability of parliament and other institutions to work effectively, which will require that they be strengthened considerably. The Government has scheduled local elections for September 2004, but it is yet to be seen if these can be carried out peacefully, and with the cooperation of the opposition. As the economy remains dependent on certain primary products-bauxite, sugar and rice-which, with the exception of sugar, provide a limited potential for future growth, there is need to diversify the economy to create jobs in other sectors. Establishing an environment for sustained growth remains the main challenge for the Government in the future. Linked with this is the continued need to improve the rule o f law, transparency, and governance in order to provide an efficient and transparent framework within which the private sector can operate. It examines the period of early European exploration leading to Dutch colonization, the forcible introduction of African slaves to work on cotton and sugar plantations, the effects of European wars, and the final ceding of the territory to the British who ruled it as their colony until they finally granted it independence in 1966. The book also tells of Indian, Chinese, and Portuguese indentured immigration and shows how the cultural interrelationships among the various ethnic groups introduced newer forms of conflict, but also brought about cooperation in the struggles of the workers for better working and living conditions. The final part describes the roles of the political leaders who arose from among these ethnic groups from the late 1940s and began the political struggle against colonialism and the demand for independence. This struggle led to political turbulence in the 1950s and early 1960s when the country was caught in the crosshairs of the cold war resulting in joint British-American devious actions that undermined a democratically elected pro-socialist government and deliberately delayed independence for the country until a government friendly to their international interests came to power.

The survey ratings and narrative reports on 192 countries and a group of select territories are used by policy makers, the media, international corporations, and civic activists and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Book excerpt: Guyana is a small country with 87.5% of its area covered with forest (GFC 2018b) and lies in the center of the Guiana Shield, one of the four largest remaining standing tropical rainforests in the world. In 2006, Guyana took advantage of the recognition of the value of standing forest to mitigate climate change and became actively engaged in REDD+. Subsequently, in 2009, a Memorandum of Understanding was signed with Norway to support implementation of a Low Carbon Development Strategy (LCDS). This was a national plan to reorient Guyana’s economy and move towards more sustainable extractive industries and forest management. The bilateral agreement with Norway established a framework for performance-related finance of up to USD 250 million from 2010 to 2015 for implementation of the LCDS. Three main pillars of the LCDS, linked to its REDD+ agenda, included maintaining historically low deforestation, endorsing low carbon development and adapting to climate change (Bellfield et al. 2015).More recently, and building on the LCDS, a new Green State Development Strategy: Vision 2040 has been developed for Guyana as a “twenty-year, national development policy that reflects the guiding vision and principles of the ‘green agenda’. The central objective is development that provides a better quality of life for all Guyanese derived from the country’s natural wealth – its diversity of people and abundant natural resources (land, water, forests, mineral and aggregates, biodiversity)” (GoG 2019b, p. 1).Since 2009, CIFOR has conducted the Global Comparative Study (GCS) in 13 countries, with Guyana as the final addition. Among the GCS-REDD+ case studies, Guyana is one of the most advanced REDD+ countries, alongside Brazil (KorhonenKurki et al. 2019), and the Norway–Guyana bilateral agreement is the world’s second largest national-level REDD+ scheme (Bade 2013). Yet, Guyana’s economy still largely depends on extractive resources, with mining remaining the main driver of deforestation and forest degradation. The potential revenue anticipated from offshore oil extraction might change the country’s landscape and outlook, putting the permanence of REDD+ under scrutiny. The Guyana case study, therefore, presents many lessons on how to balance development paths without jeopardizing national forest resources.
