Book excerpt: Studies of the guns versus butter trade-off found no evidence for the existence of a trade-off in the pre-Reagan era (see Russett 1982; Domke, Eichenberg, and Kelleher 1983; Mintz 1989). This study extends prior research by examining not only the direct, immediate effects of defense spending but also the indirect impact of arms expenditures on education spending. A three-equation model is specified and empirically estimated using data from 1953 to 1987. The results show no negative short-term effects but do show significant indirect long-term trade-offs.

Further to this, it builds on this foundation to argue that Johnson developed a reactive, passive stance to dealing with the media, one that ultimately contributed to a loss in popularity and status as leader – a blow he never recovered from during his time in office.

Kirk Bowman uses statistical analysis to demonstrate that militarization has had a particularly malignant impact in this region. For his quantitative comparison he draws on longitudinal data for a sample of 76 developing countries and for 18 Latin American nations. To illuminate the causal mechanisms at work, Bowman offers a detailed comparison of Costa Rica and Honduras between 1948 and 1998. The case studies not only serve to bolster his general argument about the harmful effects of militarization but also provide many new insights into the processes of democratic consolidation and economic transformation in these two Central American countries.
