Naval Training Service Apprentices must not be allowed to handle arms and ammunition except in the presence of an instructor or a gunner's mate. At the end of a period, all ammunition is to be returned to the armory together with an account of the amount expended. It is to be impressed upon the apprentices that the breaking or loss of parts of ordnance, especially in the case of small arms, occurs even when the greatest care is taken, and that they must report the fact as soon as it comes to their notice. At the end of the period the instructor will inspect such parts of the ordnance outfit as have been used and see that they are returned to their proper places before he dismisses the apprentices under his charge. The Arrangement of a Class for instruction should be such that all may see and hear what is being explained. The various divisions of a class should be separated sufficiently so as not to interfere with one another. The crowding around the instructor by a few to the disadvantage of the remainder of a class should not be permitted. Periods. - It is expected that only about one half of the time in a period will be required for the instruction as laid down. An opportunity should then be given apprentices to ask questions relating to the instruction just given. The remainder of the period is to be devoted to asking the apprentices in turn such questions at will bring out and impress upon their minds the more important points of the day's instruction. Apprentices are to be encouraged to ask questions both during and outside of periods. Blackboards are to be used whenever practicable, to illustrate the instruction. Instructors should preserve order and report all cases of inaptitude, inattention, or misconduct during their periods of instruction Apprentices creating a serious disturbance should be sent at once to the office of the officer of the day, and a report of the details of the case should be made at the end of the period. Apprentices showing special aptitude or zeal in gunnery should be so reported for favorable consideration when promotions are about to be made.
