Book excerpt: This Air Command and Staff College Gulf War Logistics research project is a paper that analyzes how logisticians, led by Lieutenant General William G. "Gus" Pagonis, put logistics theory into practice during the war. The paper asserts that timely departures from traditional Army logistics doctrine were absolutely essential to success in the Gulf War; it is divided into two main sections. The first is an overview of how Army logistics doctrine evolved in the decades prior to the Gulf War, especially as it related to the Vietnam War and the development of AirLand Battle. The second section of the paper focuses on how Gulf War logisticians applied, and modified, logistics doctrine to fit their unique circumstances. The paper discusses the ramifications of three key aspects of Pagonis's operation: first, his appointment as the single point of contact for logistics; second, his intentionally ad hoc approach to logistics; and, third, his development and use of a new-style logbase that stocked limited classes of supply and was located forward of US forces. The paper concludes that Army logistics doctrine, developed over the previous decades, gave Gulf War logisticians the basis of a sound logistics plan on the eve of the war, but that, in its original form, this doctrine offered little help in dealing with the inevitable "friction" of war. The realities of the situation, in which tens of thousands of combat troops preceded logisticians into the theater, demanded innovation and flexibility. In its most comprehensive sense, those aspects of military operations which deal with: a. design anddevelopment, acquisition, storage, movement, distribution, maintenance, evacuation, and disposition of materiel; b. movement, evacuation, and hospitalization of personnel; c. acquisition, or construction, maintenance, operation, and disposition of facilities; and d. acquisition or furnishing of services. *The Gulf War encompassed all of these aspects of logistics, and did so on a grand scale. One of the main reasons for success in this conflict was the ability of the U.S. military to respond logistically-tomove, beddown, and sustain the combat forces. The primary focus of our survey was to examine airpower application in a theater devoid of prioroperational presence. This unique environment presented airpower managers with severe challenges to assure efficient and effective application of combat force. We examine the state of logistics prior to the conflict, the characteristics of planning, the efforts to put combat and supportelements in place, the support of air operations during combat; and in particular, how planners envisioned the role of logistics in supporting airforces to achieve Coalition objectives and execute military strategy.

The Gulf War Air Power Survey was commissioned on 22 August 1991 to review all aspects of air warfare in the Persian Gulf for use by the United States Air Force. The Survey has produced reports on planning, the conduct of operations, the effects of the air campaign, command and control, logistics, air base support, space, weapons and tactics, as well as a chronology and a compendium of statistics on the war. The Survey was just that, an attempt to provide a comprehensive and documented account of the war. It is not a definitive history: that will await the passage of time and the opening of sources, that were not available to Survey researchers. Nor is it a summary of lessons learned. It concentrates on an analysis of the operational level of war in the belief that this level of warfare is at once one of the most difficult to characterize and one of the most important to understand. This volume concentrates on direct as well as indirect support required to conduct air operations. The first report, Logistics, is primarily concerned with overall logistics planning, supply and maintenance of the force, and its transportation necessary for war. As America's military priorities are reordered, the ability to move quickly, sustain forces anywhere in the world, and pre-position equipment and materiel near likely areas of crisis is more important than ever. Because of the apparent ease of movement during Desert Shield and Desert Storm, however, decision makers may be prone to misinterpret the lessons of the Gulf War and fail to address movement capabilities properly for the future. A good example is a recent Congressional decision to divert funds from slated improvements to the Army's afloat pre-positioning capability to the building of an amphibious assault ship. The capacity to foster global stability and defend our national interests depends upon correct long-range planning for transport. Logistics, especially mobility, has long been a bill payer for combat equipment, so perhaps a reappraisal is in order. Lessons from the Gulf War can help reshape America's defense transportation system for the post-Cold War era. Commitment to a balanced and unified mobility strategy should provide the most cost-effective, rapidly deployable, and sustainable combat capability. Regional focus, particularly in a multiple-conflict scenario, and reduced forward presence will significantly increase America's reliance on movement in the future. Careful restructuring of military movement capabilities will lessen the risks of distance and time in an unstable world and contribute to the economic well-being of the nation. To do less might invite confrontation with adversaries willing to test the substance and purpose of U.S. reach.
