Book excerpt: "Tarsiut Island, located within the Gulf Canada Resources Inc. Acreage (see Fig. 1.1), is the first concrete caisson-retained island in the Canadian Beaufort Sea. The island was constructed during the late 1980-81 time period and drilling of the first exploratory well, Tarsiut N-44, commenced in December 1981. In order to gain Government approval to construct, occupy and drill from the island, the stability of the island had to be demonstrated on a real time basis. To accomplish this an extensive state-of-the-art instrumentation monitoring system was developed and commissioned. Beyond the stability monitoring instrumentation, the island was extensively instrumented to gain supplementary research information to provide full scale performance data on wide structures in ice-infested waters. Data acquisition, including the ice and meteorological environment, associated loads and the island's geotechnical and structural response, started with the set-down of the concrete caissons in September 1981. Since then, a large volume of data has been collected within the well defined Tarsiut Island Research Program (TIRP). The TIRP covers the period from November 1981 to September 1, 1982. The information is stored on approximately 100 magnetic tapes suitable for use on high speed computers while descriptive data is provided on approximately 120 video tapes and numerous photographs. Detailed documentation is given in about 30 reports which supplement and describe the information on the tapes"--Leaf 1.

Book excerpt: The U.S. Gulf Coast provides a valuable setting to study deeply connected natural and human interactions and feedbacks that have led to a complex, interconnected coastal system. The physical landscape in the region has changed significantly due to broad-scale, long-term processes such as coastal subsidence and river sediment deposition as well as short-term episodic events such as hurricanes. Modifications from human activities, including building levees and canals and constructing buildings and roads, have left their own imprint on the natural landscape. This coupled natural-human coastal system and the individual aspects within it (physical, ecological, and human) are under increased pressure from accelerating environmental stressors such as sea level rise, intensifying hurricanes, and continued population increase with its accompanying coastal development. Promoting the resilience and maintaining the habitability of the Gulf Coast into the future will need improved understanding of the coupled natural-human coastal system, as well as effective sharing of this understanding in support of decision-making and policies. Understanding the Long-term Evolution of the Coupled Natural-Human Coastal System presents a research agenda meant to enable a better understanding of the multiple and interconnected factors that influence long-term processes along the Gulf Coast. This report identifies scientific and technical gaps in understanding the interactions and feedbacks between human and natural processes, defines essential components of a research and development program in response to the identified gaps, and develops priorities for critical areas of research.

Multiple jurisdictions manage this biogeographically and culturally diverse region, whose monitoring programs tend to be project-specific by design and funding. As a result, these programs form more of a monitoring patchwork then a network. At the same time, the Gulf monitoring community faces a unique opportunity to organize and think differently about monitoring - including how best to allocate and manage the resources for this large marine ecosystem and its communities - as a result of the infusion of resources for environmental restoration and related activities after the Deepwater Horizon oil spill. Opportunities for the Gulf Research Program: Monitoring Ecosystem Restoration and Deep Water Environments summarizes a Gulf Research Program workshop held on September 3-4, 2014 in New Orleans, Louisiana. The workshop gathered about 40 participants from the energy industry, state and federal government, academia, and nongovernmental organizations to examine two broad issues that were seen as time-sensitive opportunities in light of significant investments in the Gulf for restoration and accelerating development of energy resources in the deep Gulf: monitoring ecosystem restoration and deep water environments. As participants explored potential opportunities for the Program to consider, they noted the essential role that communication and outreach play in successful monitoring, and the importance of applying an ecosystem service approach to monitoring, forging partnerships among stakeholders, and supporting efforts to organize and manage monitoring data.

Book excerpt: Opening Speech of the ICEDIVE 84 Conference by His Royal Highness Prince Bertil of Sweden I am very pleased to be invited to open the International Conference ICEDIVE 84, dealing with medical and technical problems of diving and related underwater activities in arctic conditions. Until recent times, the arctic was considered astrange and remote area of minor importance. However, in a world with diminishing natural resources, arctic areas have become a region of global importance because of their enormous resources and strategie position. Certain experts believe that more than 50% of oil reserves are "sleeping" in these northern areas which are cold, harsh and hostile to man. Operations in arctic areas are extremely difficult, expensive, and demand high levels of technical, scientific and physiological achievement. One should recall for example, that Alaskan oil investment onIy became economically viable after the 1973-1974 price explosion. Recent political/military troubles in the Gulf have increased interest in the development of polar resources. This conference is unique as it is the first time that medical and technical specialists interested in the problem of diving in arctic conditions have met in an international forum. Development of the arctic resources is a matter of international urgency, and it pleases me that scientists from the USA, Canada, the USSR, Australia and Europe have gathered here in Stockholm to present their experience and to discuss problems in this field.
