Book Gulf Cooperation Council

Download or read book Gulf Cooperation Council written by International Monetary Fund and published by International Monetary Fund. This book was released on 2018-12-06 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Diversification of the GCC economies, supported by greater openness to trade and higher foreign investment, can have a large impact on growth. Such measures can support higher, sustained, and more inclusive growth by improving the allocation of resources across sectors and producers, creating jobs, triggering technology spillovers, promoting knowledge, creating a more competitive business environment, and enhancing productivity. The GCC countries are open to trade, but much less so to foreign direct investment (FDI). GCC foreign trade has been expanding robustly, but FDI inflows have stalled in recent years despite policy efforts taken to reduce administrative barriers and provide incentives to attract FDI. Tariffs are relatively low; however, a number of non-tariff barriers to trade persist and there are substantial restrictions on foreign ownership of businesses and real estate. The growth impact of closing export and FDI gaps could be significant. In most countries, the biggest boost to growth would come from closing the FDI gap—up to one percentage point increase in real non-oil per capita GDP growth. Closing export gaps could provide an additional growth dividend in the range of 0.2-0.5 percentage point. Boosting non-oil exports and attracting more FDI requires a supportive policy environment. Policy priorities are to upgrade human capital, increase productivity and competitiveness, improve the business climate, and reduce remaining barriers to foreign trade and investment. Specifically, continued reforms in the following areas will be important: • Human capital development: continue with investments made to raise educational quality to provide knowledge and skills upgrade. • Labor market reforms: aim to improve productivity and boost competitiveness of the non-oil economy. • Legal frameworks: ensure predictability and protection; efforts should include enhancing minority investor protection and dispute resolution; implementing anti-bribery and integrity measures. • Business climate reforms: focus on further liberalizing foreign ownership regulations and strengthening corporate governance; and on further reducing non-tariff trade barriers by streamlining and automating border procedures and streamlining administrative processes for issuing permits."

Book The Gulf Cooperation Council

Download or read book The Gulf Cooperation Council written by John A. Sandwick and published by Routledge. This book was released on 2019-06-26 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Gulf Cooperation Council represents both a model of development and unity in the Arab world and a working example of interstate cooperation to other nations. In this volume, contributors describe the rationale for Gulf unity and cooperation and analyze the financial, economic, and legal institutions of the GCC member states (Saudi Arabia, Kuwait, the United Arab Emirates, Oman, Bahrain, and Qatar). They focus on the GCC's role in maintaining stability in the Arabian peninsula, an area that is clearly vital to U.S. interests. Contributors pinpoint the essential elements of GCC unity, including its efforts to obtain optimum economic self-sufficiency, to maximize market share and revenue from oil production, and to establish an integrated legal framework. The GCC's unique security needs, given the member states' vast combined area and thinly spread populations, are also discussed. An overview of the strategic interests and policies of both superpowers toward the region reveals a history of decline in their influence and prestige that is a result, it is argued, of misperceptions and misguided policies. Finally, documentation and bibliographic sections enhance the book's usefulness as a handbook on the GCC and the Arabian Gulf states.

Available in PDF, EPUB and Kindle. Book excerpt: The ‘Arab Spring’ of 2011 has affected the countries of the region to varying degrees, including the Gulf Cooperation Council (GCC) members, comprising Saudi Arabia, Kuwait, Qatar, the United Arab Emirates, Oman and Bahrain. The GCC has become a significant regional bloc playing a vital economic and political role far beyond its shores, given its geopolitical strategic location, a preponderance of global energy reserves and a major international player through the use of accumulated financial reserves. A new Gulf is rising, one that is more self assertive, looking to expand its membership to other Arab countries such as Jordan and Morocco, while at the same time strengthening the bloc’s relationship with current and emerging trading and strategic partners in Europe, USA and Asia. Regional and international realities, especially the uncertainties unleashed by the ‘Arab Spring’, are forcing Gulf leadership to initiate new policies involving closer cooperation amongst GCC countries to address emerging challenges. This volume brings together thirty renowned academics and specialists to examine a range of multifaceted social, political and economic issues facing the GCC in key areas such as: · Diversification from a high dependency on a narrow hydrocarbon base · Social transformation, youth employment and effective gender participation · Outward and inward foreign direct investment flows · Prospects for education reforms and e-learning. · Sustainable security in oil, renewable energy (including nuclear) and food · Corporate governance, transparency and enhancing the private sector's operating environment · The role and governance of Gulf Sovereign Wealth Funds in investing their surpluses. The volume also offers insights for challenges facing the GCC in monetary union, expanding the regional debt market and Sukuk issuance, GCC intellectual property rights application, detailed assessments of individual GCC country risk analysis, as well as the sustainability of long term government fiscal stimulus programs at the expense of private sector involvement.
