Book excerpt: The Protocol on Water and Health provides a framework for countries to attain an adequate supply of safe drinking water and adequate sanitation for everyone and effectively protect water used as a source of drinking water. Article 6 and 7 of the Protocol require Parties to set targets to improve the water, sanitation and health situation and collect and evaluate data and information on their progress towards the achievement of the targets.In 2010, in order to assist Parties in addressing challenges connected with setting targets and reviewing and assessing progress, Guidelines on the Setting of Targets, Evaluation of Progress and Reporting were published. While applying the Guidelines, countries have accumulated ample experiences including stories and key elements that made their process successful as well as areas where things could have been done differently. Recognizing the usefulness of this collective experience and the benefits from learning from the good practices and replicating them, the Task Force on Target Setting and Reporting decided to prepare the present publication.The objective of the Collection of Good Practices and Lessons Learned on Target Setting and Reporting is to provide concrete advice to countries that are or will embark in the process of setting, revising or implementing their targets, as well as for their reporting on the progress achieved in accordance with the Protocol.The Collection is a compilation of success stories, challenges and diverse approaches applied by Parties and other States working in the framework of the Protocol. It aims at complementing the Guidelines on the Setting of Targets, Evaluation of Progress and Reporting by focusing on how they have been implemented in practice. It follows the logical framework laid out in the Guidelines for the process of setting targets and reporting covering each step of the process.

Book excerpt: Monitoring and evaluation (M&E) is recognized as critically important for tracking progress, whether it serves the purpose of accountability to donors, informs future improvements to CSA practices, or contributes to the aggregate global progress toward meeting the SDGs or the global stocktake under the Paris Agreement. There has been a growing chorus acknowledging the need to align the indicators and M&E frameworks of major donors with those of the three global agreements. Monitoring and reporting has begun on the SDGs, although the development of methodologies for various indicators is an evolving process. The development of specific indicators for the agriculture sector is also well underway for the Sendai Framework. The organizations conducting this work have recognized the need to streamline these processes. For example, they have already attempted to align several of the indicators between the SDGs and the Sendai Framework.These operational guidelines aim to address the core constraints and needs of FAO Member States on both the design and implementation of M&E systems that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda, the Sendai Framework and the UNFCCC Paris Agreement. First and foremost, the guidelines acknowledge the principal need expressed by Member States that M&E systems and indicators be simple and not onerous. The challenges that have always existed with regard to M&E for CSA are still present, and are particularly pronounced for pillar 2, adaptation and resilience. These challenges to the development of indicators for pillar 2 have exhibited the greatest need for attention.

Individuals are continually making and revising judgments about each other's abilities as they interact. The flexible, situated view of competence conveyed by the research of the authors in this volume is a departure from the way that competence is usually thought about in the fields of communication disabilities and education. In the social constructivist view, competence is not a fixed mass, residing within an individual, or a fixed judgment, defined externally. Rather, it is variable, sensitive to what is going on in the here and now, and coconstructed by those present. Constructions of competence are tied to evaluations implicit in the communication of the participants as well as to explicit evaluations of how things are going. The authors address the social construction of competence in a variety of situations: engaging in therapy for communication and other disorders, working and living with people with disabilities, speaking a second language, living with deafness, and giving and receiving instruction. Their studies focus on adults and children, including those with disabilities (aphasia, traumatic brain injury, augmentative systems users), as they go about managing their lives and identities. They examine the all-important context in which participants make competence judgments, assess the impact of implicit judgments and formal diagnoses, and look at the types of evaluations made during interaction. This book makes an argument all helping professionals need to hear: institutional, clinical, and social practices promoting judgments must be changed to practices that are more positive and empowering.

Experience in policy design and implementation has grown significantly, however measuring progress remains a challenge for countries. Building on a cross-country survey and country case studies carried out in Chile, Korea, the Slovak Republic and the United Kingdom, this report provides insights into current OECD country practices in measuring climate adaptation. It proposes a framework that can guide countries on what needs to be measured and how, and discusses the role that adaptation indicators and a conducive institutional environment can play in strengthening adaptation measurement.
