Book excerpt: Abstract: "Acquisitions of software intensive systems by the Department of Defense (DoD) have often suffered from poor product quality, cost overruns, and schedule slips. In turn, these problems have frequently been linked to the inability of project offices to successfully manage the acquisition of the software components of the systems. There have been a number of efforts to provide the necessary education and training to improve the skills and capabilities of managers for software intensive acquisitions. However, acquisition problems remain pervasive in the DoD [Cavanaugh 98]. More must be known about the causes and underlying issues surrounding these problems. Specifically, the needs of the acquisition management offices must be better understood to help them improve. This includes a better understanding of how education and training can improve the individual manager's sklls and competency related to acquiring such systems. To elicit these needs, the Software Engineering Institute (SEI) conducted a survey of senior acquisition managers. The survey focused on the performance of their organizations, particularly with respect to a series of skills and competency areas that may affect an organization's ability to successfully acquire software intensive systems. Results indicate that the program executive officers (PEOs) and program managers (PMs) who completed the survey were reasonably well satisfied with the capabilities of their organizations to acquire software intensive systems. In many cases, however, the source of the expertise for such acquisitions were contractors either supporting the organizations or the prime contractors developing these systems. Comparable expertise often was unavailable in government acquisition organizations themselves. From this fact, the need for government expertise in these acquisitions was noted. In addition, the survey queried participants on the best way to obtain this expertise through education and training. Finally, recommendations derived from survey results are offered to increase software acquisition education and training opportunities for managers."

Book excerpt: Army and the Air Force have encountered limitations in their sustainment plans for some fielded weapon systems because they lacked needed technical data rights. The lack of technical data rights has limited the services flexibility to make changes to sustainment plans that are aimed at achieving cost savings and meeting legislative requirements regarding depot maintenance capabilities. During our review we identified seven Army and Air Force weapon system programs where these military services encountered limitations in implementing revisions to sustainment plans C-17 aircraft, F-22 aircraft, C-130J aircraft, Up-armored High- Mobility Multipurpose Wheeled Vehicle (HMMWV), Stryker family of vehicles, Airborne Warning and Control System (AWACS) aircraft, and M4 carbine. Although the circumstances surrounding each case were unique, earlier decisions made on technical data rights during system acquisition were cited as a primary reason for the limitations subsequently encountered. As a result of the limitations encountered due to the lack of technical data rights, the services had to alter their plans for developing maintenance capability at public depots, new sources of supply to increase production, or competitive offers for the acquisition of spare parts and components to reduce sustainment costs. For example, the Air Force identified a need to develop a capability to perform maintenance on the C-17 at government depots but lacked the requisite technical data rights. Consequently, the Air Force is seeking to form partnerships with C-17 subvendors to develop its depot maintenance capability. Its efforts to form these partnerships have had mixed results, according to Air Force officials, because some sub-vendors have declined to provide the needed technical data.

Book excerpt: The Department of Defense (DoD) has been relying increasingly on computer software to introduce or enhance the performance capabilities of major weapon systems. To ensure successful outcomes, software acquisition requires disciplined processes and practices. Without such discipline, weapon programs encounter difficulty in meeting cost and schedule targets. For example, in fiscal year 2003, DoD might have spent as much as $8 billion to rework software because of quality-related issues. GAO was asked to identify the practices used by leading companies to acquire software and to analyze the causes of poor outcomes of selected DoD programs. GAO also was asked to evaluate DoD's efforts to develop programs for improving software acquisition processes and to assess how those efforts compare with leading companies' practices. In a review of five DoD programs, GAO found that outcomes were mixed for software-intensive acquisitions. The F/A-18 C/D, a fighter and attack aircraft, and the Tactical Tomahawk missile had fewer additional cost and schedule delays. For these programs, developers used an evolutionary approach, disciplined processes, and meaningful metrics. In contrast, the following programs, which did not follow these management strategies, experienced schedule delays and cost growth: F/A-22, an air dominance aircraft; Space-Based Infrared System, a missile-detection satellite system; and Comanche, a multimission helicopter. GAO recommends that the Secretary of Defense direct the military services and agencies to adopt specific controls to improve software acquisition outcomes. These practices should be incorporated into DoD policy, software process improvement plans, and development contracts. DoD concurred with two revised recommendations and partially concurred with two others.
