Book excerpt: This document is one of seven guidelines developed to provide standards and recommendations for management of the country’s natural assets. The Guidelines for Biodiversity Monitoring is intended for conservation scientists, managers and stakeholders involved in the management of ecosystems. It specifically provides support for natural resource managers, protected area planners, decision-makers and managers, staff of the Ministry of Agriculture and Forestry (MAF), NGOs and universities, with a view to elaborating adequate and realistic monitoring plans for individual steppe protected areas, in order to establish a working monitoring system for steppe ecosystems. The Guidelines provide a methodology and structure to set up clear indicators and targets for a comprehensive monitoring system for ecosystems. They offer a working basis for national and local experts and specialists, and support the steps towards a comprehensive monitoring scheme. They constitute the first stage in a longer process of defining clear objectives and indicators for individual pillars of monitoring for the ecosystems and their components.

Book excerpt: "These guidelines are intended to assist staff engaged in the design and implementation of monitoring and evaluation (M & E) components of international waters (IW) projects funded by the Global Environment Facility (GEF). The technical aspects of M & E plans and strategies are addressed in Section 2. Focus is on performance indicators, including environmental and socioeconomic indicators. Examples of environmental indicators of the major international water ecosystems addressed by GEF-funded projects are included as illustrative annexes. The annexes review coastal zone and large marine ecosystems (Annex A), freshwater basin ecosystems (Annex B) and transboundary groundwater ecosystems (Annex C). Each annex contains i) a general description of the ecosystem type and its associated environmental issues; ii) elements of an initial assessment; and iii) examples of key environmental indicators. Section 3 surveys the organizational and institutional aspects of M & E plans and strategies, emphasizing the need for coordinated national and regional institutional mechanisms. The concluding chapter provides specific guidance to task managers on the development of M & E plans and strategies at key stages of the projcet cycle."--World Bank.

Book excerpt: Participatory (collaborative, multiparty, citizen, volunteer) monitoring is a process that has been increasing in popularity and use in both developing and industrialized societies over the last several decades. It reflects the understanding that natural resource decisions are more effective and less controversial when stakeholders who have an interest in the results are involved in the process. An adequate number of such projects have now been organized, tried, and evaluated such that sufficient information exists to recommend a comprehensive approach to implementing such processes. This handbook was written for managers and scientists in the United States who are contemplating a participatory approach to monitoring biological resources, especially biodiversity. It is designed as a how-to manual with discussions of relevant topics, checklists of important considerations to address, and resources for further information. Worksheets for developing, implementing, and evaluating a monitoring plan are posted on a companion Web site. The subject matter is divided into 3 stages of a monitoring project encompassing a total of 22 topical modules. These modules can be used in any sequence on an ongoing basis. Stages and modules include (1) planning documentation, goals, indicators, collaboration, decisions, context, organization, participants, communication, incentives, design, and resources; (2) implementationtraining, safety, fieldwork, sampling, data, and quality; and (3) followthroughanalysis, reporting, evaluation, and celebrations. Collaboration always involves colearning, so documenting choices, plans, and activities with the Web site worksheets is integral to the manuals effectiveness.
