The board and the Advisory Committee identified "the need for greater recognition of the place of risk management in maximising program effectiveness" as an important issue in the ongoing Australian Public Service (APS) reform program. The reforms are aimed at benefiting the community through efficient and effective delivery of government programs. Features of the recent reforms, such as increased devolution of responsibility, greater flexibility, a focus on results, and accountability, have provided the broad administrative framework for further improvements to occur. This framework, combined with a general environment of continuous change and of limited resources, makes management of risk an important issue for consideration.
