Book excerpt: The proliferation and increased stringency of food safety and agricultural health standards is a source of concern among many developing countries. These standards are perceived as a barrier to the continued success of their exports of high-value agro-food products (including fish, horticultural, and other products), either because these countries lack the technical and administrative capacities needed for compliance or because these standards can be applied in a discriminatory or protectionist manner. Jaffee and Henson draw on available literature and work in progress to examine the underlying evidence related to the changing standards environment and its impact on existing and potential developing country exporters of high-value agricultural and food products. The evidence the authors present, while only partial, suggests that the picture for developing countries as a whole is not necessarily problematic and certainly less pessimistic than the mainstream "standards-as-barriers" perspective. Indeed, rising standards serve to accentuate underlying supply chain strengths and weaknesses and thus impact differently on the competitive position of individual countries and distinct market participants. Some countries and industries are even using high quality and safety standards to successfully (re- )position themselves in competitive global markets. This emphasizes the importance of considering the effects of food safety and agricultural health measures within the context of wider capacity constraints and underlying supply chain trends and drivers. The key question for developing countries is how to exploit their strengths and overcome their weaknesses such that they are gainers rather than losers in the emerging commercial and regulatory context. This paper--a product of the International Trade Department, Poverty Reduction and Economic Management Network--is part of a larger effort in the network to understand the challenges and opportunities facing developing countries associated with evolving international standards for food and other products.

Horticultural items. The United Kingdom is an extremely important offshore market for these items. Its duties are significantly lower than the proposed Common Market external tariff for most horticultural products. So there is a danger that the u.k. Import duties will be increased significantly in any customs merger with the eec countries. This problem is extremely important also to many competing fruit producers in the Common wealth who at the present time enjoy preferential treatment in the U. K. Market. Developments continue to take place in the eec countries that will affect trade in horticultural items. Although the negotiations concerning the eec external tariff structure were not completed by November 1961, the member countries are gradually advancing their individual tariff structures toward the levels proposed as the common external tariffs and gradually. Reducing their tariffs on imports from other member countries'. At the same time, standards of packaging and quality are continuing to be developed, which will govern horticultural trade within the eec. The establishment of' food health regulations relating to the use of chemicals on fruit and vegetable items is continuing in many Western European countries. The European Economic Community is initiating an endeavor to harmonize the food health regulations of the individual countries in the eec. As nontariff barriers to trade [have been reduced, increasing emphasis is being placed by u.s. Fruit exporting industries upon market development programs. Several programs have been placed on a continuing basis during this past year. In addition, some horticultural industries which have not heretofore participated to any significant extent in the European market have initiated programs in an endeavor to create market opportunities abroad. To ensure food safety throughout Europe, stringent food safety standards have been put in place ‘from farm to fork’. At the same time, poor African countries in the COMESA rely on their food exports to the European market to achieve their development goals yet have difficulty meeting the EU food safety standards. This book examines the impact of EU food safety standards on food imports from COMESA countries. It also critically examines both EU and COMESA food safety standards in light of the WTO SPS Agreement and the jurisprudence of the WTO panels and Appellate Body. Sustainability standards (and regulations) are increasingly being used in a bid to make global consumption and production more sustainable. Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion.The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. In Sub-Saharan Africa, where three-fourths of the poor live in rural areas, spurring growth and generating income and employment opportunities is critical for poverty reduction strategies. Seventy percent of the population lives in rural areas, where livelihoods are largely dependent on the production and export of raw agricultural commodities such as coffee, cocoa, and cotton, whose prices in real terms have been steadily declining over the past decades. The deterioration in the terms of trade resulted for Africa in a steady contraction of its share in global trade over the past 50 years. Diversification of agriculture into higher-value, non-traditional exports is seen today as a priority for most of these countries. Some African countries in particular, Kenya, South Africa, Uganda, Côte d'Ivoire, Senegal, and Zimbabwe have managed to diversify their agricultural sector into non-traditional, high-value-added products such as cut flowers and plants, fresh and processed fruits and vegetables. To learn from these experiences and better assist other African countries in designing and implementing effective agricultural growth and diversification strategies, the World Bank has launched a comprehensive set of studies under the broad theme of 'Agricultural Trade Facilitation and Non-Traditional Agricultural Export Development in Sub-Saharan Africa'. This study provides an in-depth analysis of the current structure and dynamics of the European import market for flowers and fresh horticulture products. It aims to help client countries, industry stakeholders, and development partners to get a better understanding of these markets, and to assess the prospects and opportunities they offer for Sub-Saharan African exporters.
