Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

Book excerpt: Riparian ecosystems are declining throughout the southwestern United States, where many have disappeared completely; yet progress toward checking their decline has been marginal, and the results of only a few recovery projects have been evaluated. In this guidebook, Mark K. Briggs has filled this gap in riparian conservation literature. Based on his experiences gleaned from evaluating the results of many riparian rehabilitation projects, Briggs presents these results in a manner that biologists, hydrologists, government planners, resource managers, and other concerned citizens can immediately apply toward developing site-specific recovery strategies. The book opens with a review of watershed characteristics and an examination of drainage systems, then proceeds to determining the causes of riparian decline. It introduces five factors that have a significant effect on the results of riparian rehabilitation--natural regeneration, water availability, channel stability, direct impacts such as livestock grazing and recreational activities, and soil salinity--and offers case studies that demonstrate how revegetation has been used both effectively and ineffectively. It also discusses strategies other than revegetation that may be effective in improving the ecological condition of a site. Many of the strategies presented are also relevant to nonarid climates and to urban areas. By emphasizing evaluation of riparian ecosystems, so that the causes of degradation can be understood, and by offering general approaches that can be tailored to specific situations, Riparian Ecosystem Recovery in Arid Lands takes a holistic approach to riparian recovery that will enable users to better judge whether recovery expenditures are likely to produce desired results. Book excerpt: The widespread loss and degradation of riparian areas in the arid and semi-arid western United States has led to an increased interest in revegetation efforts aimed at restoring physical and ecological functions, such as streambank stabilization, wildlife habitat, and water quality protection (Briggs 1995) (Figure 1). However, successfully establishing riparian plant communities that can provide desired functions can be extremely challenging in arid areas that are remote from water supplies. In addition, plant establishment can be difficult in arid regions since many stream and riparian areas are characterized by infertile or highly saline soils, very low rainfall, narrow planting windows, dynamic/erosive hydrologic patterns that often scour soils holding planted vegetation, and prolific non-native plant species that tend to dominate the plant community.

Book excerpt: "This monitoring plan for aquatic and riparian resources was developed in response to monitoring needs addressed in the Biological Opinions for bull trout (U.S. Department of the Interior, Fish and Wildlife Service 1998) and steelhead (U.S. Department of Commerce, National Marine Fisheries Service). It provides a consistent framework for implementing the effectiveness monitoring of aquatic and riparian resources within the range of the Pacific Anadromous Fish Strategy (PACFISH) and the Inland Fish Strategy (INFISH). The primary objective is to evaluate the effect of land management activities on aquatic and riparian communities at multiple scales and to determine whether PACFISH/INFISH management practices are effective in maintaining or improving the structure and function of riparian and aquatic conditions at both the landscape and watershed scales on Federal lands throughout the upper Columbia River Basin. A list of attributes thought to be important in defining aquatic and riparian habitat conditions and their relationship with listed species were identified. The list of attributes was then translated into measurable criteria and compiled to form sampling protocols for both stream channel parameters (Part II) and vegetation parameters (Part III). These sampling methods were tested for variability, and the results are documented in two other publications "Testing Common Stream Sampling Methods for Broad-Scale, Long-Term Monitoring." (Archer and others 2004) and "The Repeatability of Riparian Vegetation Sampling Methods: How Useful Are These Techniques for Broad-Scale Monitoring?" (Coles-Ritchie and others, in preparation). "
