The education of people has been all-important to industrial progress. Vocational training for distributive occupations is not in opposition to other kinds of education; in fact, vocational education is a vital part of education for a great number of persons. Vocational training for distributive occupations has definite fundamental contributions to make toward the achievement of the major purposes of education in a democracy. These major purposes of vocational education are usually stated as: self-realization, civic responsibility, understanding of human relationships, and economic efficiency. Distributive education is one of the areas of vocational education. Many teachers, school administrators, parents, businessmen, and other workers in education actually have a limited understanding of what "distributive education" is or includes. The field of distributive education embraces retail, wholesale, and service businesses. The number of people involved in distributive occupations represents one of the three largest occupational clusters in the American economic system. In every community, an unmistakable partnership exists between the school and business and industrial segments of the community. Business and industry are in continual need of qualified personnel to staff broadening and expanding enterprises. The school, at the same time, needs the counsel of business and industry to make certain that the training programs in the school are meaningful and realistic.

Introductory material provides terminal and enabling objectives, a list of resources, and general information. The main portion of the module includes three learning experiences based on the enabling objectives. Each learning experience presents activities with information sheets, self-checks, forms, and checklists. Optional activities are provided. Completion of these three learning experiences should lead to achievement of the terminal objective through the fourth and final learning experience that provides for a teacher performance assessment by a resource person. Their performance is inadequate because they lack the basic scholastic skills and their attitude toward educational involvement is poor. The student is "turned off", dislikes school, and is on his way to becoming a school dropout. A regular vocational education program may meet the needs of some disadvantaged students but, for many, the lack of success over too long a time has insured their lack of responsiveness to most conventional vocational programs." (16:1) Through a study of the literature at the Montana State University Library and literature collected from State Departments of Public Instruction across the United States, the writer will pursue the problem areas of: (a) definitions of disadvantaged and special needs, (b) characteristics of disadvantaged, (c) determining student eligibility, (d) local planning and organization, (e) faculty, (f) curriculum, (g) counseling, (h) facilities and equipment, and (i) program evaluation, to help develop a philosophy at Hellgate whereby students are afforded the opportunity for success in careers that they may pursue.
