The major sources of reference are the Harless Guidelines (Kristiansen, 1981) and the Methodology for Correcting Deficiencies in Training Programs (Seville Project Report 80-08). The purpose of this report is to provide TEE Analysts with guidelines for suggesting detailed solutions for modifying training programs, to increase training efficiency and effectiveness. For ease of use, the solutions have been categorized into four global functional aspects of the training program: (1) training environment; (2) presentation; (3) practice/demonstration; and (4) testing.

The scope of the TEE Guidelines extends from the initial request to perform an evaluation on a designated Army course to a report outlining the results of the investigation. The scope of a TEE project includes collecting data for the purposes of identifying 'failures' in performance of tasks by the trainees (called 'performance discrepancies' in the Guidelines) and failures in the instructional system itself. Data on both the training process, collected by actually observing the training, and on the training materials (a 'product evaluation') can be included. (Author).

TPE is documented in four job aids that include: (1) procedures for planning the training program evaluation; (2) guidance in using and evaluating the information provided in the lesson plans; (3) forms and procedures for observing training and testing as they are conducted; (4) methods for analyzing training, testing, and performance data in order to identify training program deficiencies; and (5) guidance in modifying training programs on the basis of problems discovered during training program evaluation. This job aid (Research Product 81-18) provides guidelines for conducting overall evaluation, including guidance on using the other three job aids. The other three job aids in the set are: Research Product 81-15, A Job Aid for the Systematic Evaluation of Lesson Plans; Research Product 81-16, A Job Aid for the Structured Observation of Training; and Research Product 81-17, A Job Aid for Modifying Ineffective or Inefficient Training Programs.
