Book excerpt: The city of Coralville identified Oakdale Blvd. as a future arterial street in the Coralville, Iowa, Community Plan; 1992 Plan With 1995 Amendments. Johnson County Council of Governments (JCCOG) also identified Oakdale Blvd. as a future arterial street in the Iowa City Urbanized Area Arterial-Expressway Street System, adopted by JCCOG on March 27, 1996. The 1996 study showed Oakdale Blvd. eventually crossing the Iowa River and connecting with Iowa City. In 1996 the City initiated a planning study to determine potential alternatives for this future arterial street. The study evaluated the corridor between First Avenue and N. Dubuque Street. The road extension was planned to provide east-west traffic service for through traffic and local access to this rapidly developing residential area. The City of Coralville has extended the road based on this study from First Avenue to Pembrokeshire Drive. In addition to the study, public meetings were held October 1, 1996 and September 24, 2007. These meetings gathered input on proposed alignments and potential impacts of extending the road from near Pembrokeshire Drive to N. Dubuque Street. Adjacent landowners were invited as well as public officials and the general public. The meetings were well attended and provided valuable input regarding citizen concerns. As a result of the public meetings, the Johnson County Engineering Department performed a detailed study of costs and potential impacts of two separate alignments dated January 2008. The information from this study was shared with the City of Coralville Council and the Johnson County Board of Supervisors and utilized in determining the preferred route for the extension of Oakdale Blvd. to N. Dubuque Street.
