Based on existing international and European standards, in particular the United Nations Convention on the Rights of the Child and the European Convention on Human Rights, the guidelines are designed to guarantee children's effective access to and adequate treatment in justice. They apply to all the circumstances in which children are likely, on any ground and in any capacity, to be in contact with the criminal, civil or administrative justice system. They recall and promote the principles of the best interests of the child, care and respect, participation, equal treatment and the rule of law. The guidelines address issues such as information, representation and participation rights, protection of privacy, safety, a multidisciplinary approach and training, safeguards at all stages of proceedings and deprivation of liberty. Book excerpt: Child Protection in the Church investigates whether, amidst publicised promises of change from church institutions and the introduction of “safe church” policies and procedures, reform is actually occurring within Christian churches towards safeguarding, using a case study of the Anglican Diocese of Tasmania, Australia. Through the use of interviews and document analysis, the book provides an insight into the attitudes and practices of “ordinary clergypersons” towards child sexual abuse and safeguarding to understand how safe ministry is understood and executed in everyday life in the Church, and to what extent it aligns with policy requirements and criminological best practice. It adopts organisational culture theory, the perspective used to explain how clerical culture enabled and concealed child sexual abuse in the Church to the present, in order to understand how clerical attitudes (cognition) and practice (conduct) today is being shaped by some of the same negative cultures. Underlying these cultures is misunderstandings of abuse causation, which are shown here to negatively shape clerical practice and, at times, compromise policy and procedural requirements. Providing an insight into the lived reality of safeguarding within churches, and highlighting the ongoing complexities of safe ministry, the book is a useful companion to students, academics, and practitioners of child protection and organisational studies, alongside clergy, church leaders, and those training for the ministry.

This initiative was originally authorized in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 and focused on an emergency response to the HIV/AIDS pandemic to deliver lifesaving care and treatment in low- and middle-income countries (LMICs) with the highest burdens of disease. It was subsequently reauthorized in the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Lantos-Hyde Act). Evaluation of PEPFAR makes recommendations for improving the U.S. government's bilateral programs as part of the U.S. response to global HIV/AIDS. The overall aim of this evaluation is a forward-looking approach to track and anticipate the evolution of the U.S. response to global HIV to be positioned to inform the ability of the U.S. government to address key issues under consideration at the time of the report release.

One consequence of the rapid increase in adult mortality is the rise in the proportion of children who are orphaned. Sub-Saharan Africa, accounts for about 90 percent of these. Mainly due to the staggering toll of HIV/AIDS, research effort has focused on treatment and prevention. Children have received attention primarily in relation to 'mother to child transmission' and paediatric AIDS. These issues are important and compelling but fail to capture the whole story - the unprecedented surge in the number of children made vulnerable by HIV/AIDS. In this book we reflect on the plight of children classified as vulnerable, review interventions implemented to improve their welfare and grapple with the concept of vulnerability as it relates to human rights and the African child.

The Maternal Mortality Estimation Inter-Agency Group comprising the World Health Organization (WHO) the United Nations Children?s Fund (UNICEF) the United Nations Population Fund (UNFPA) the World Bank Group and the United Nations Population Division assessed the 95 countries with an MMR higher than 100 in 1990. The report notes Cambodia the Lao People?s Democratic Republic and Mongolia have achieved this target in the Western Pacific Region. However maternal mortality remains higher than the Sustainable Development Goal (SDG) target in five countries in the Region. WHO has developed evidence-based maternal health recommendations for reducing maternal mortality and morbidity. This review compares national guidelines and protocols implementation and health system standards to WHO recommendations for eight countries that account for 96% of maternal deaths in the Western Pacific Region.
