Book excerpt: The European Grouping of Territorial Cooperation (EGTC) was established in 2006 by Regulation (EC) 1082/2006. Since then, the EGTC instrument has been widely implemented and now 21 Member States either have EGTCs with a registered office or members in an EGTC that is registered in another Member State. As an EU instrument subject to national implementation, governance of the EGTC instrument is complex. A total of 54 national and regional administrations can approve and register EGTCs. This does not count additional authorities from non-EU countries with members that may also participate in EGTCs. As a result, local and regional authorities (LRAs) wishing to set up an EGTC may find it challenging to contact the right authority and apply the appropriate procedures. Likewise, authorities in charge of approving EGTC membership and registration face difficulties in coordination between Member States. This guidebook aims to facilitate these processes by providing an overview of the applicable rules and processes in EU Member States. As far as possible information from neighbouring countries has also been collected. For the benefit of LRA information needs this guidebook provides structured insights into the process of setting up an EGTC. Given the differences in implementation between EU Member States these general processes require further specification.

Under the European Union’s 2030 Biodiversity Strategy, EUmember States will be responsible for designating the additional protected and strictly protected areas, either by expanding or completing the so-called ‘NATURA 2000’ Network or under national protection schemes through the establishment of national MPAs, including possible transboundary MPAs and OECMs established in accordance with the provisions of the relevant regional seas conventions. This book provides a discussion of the juridical status of the Adriatic and Ionian Seas as parts of a wider enclosed or semi-enclosed Mediterranean Sea, followed by an assessment of the interrelation between global, regional, sub-regional and national legal frameworks on MPAs and OECMs. It offers a comprehensive analysis of the legal basis regarding the establishment of national and, where appropriate, transboundary MPAs and OECMs. Discussing relevant examples of good practice related to transboundary and MPAs, the book will provides an overview of the challenges and opportunities related to the establishment of a transboundary Mediterranean Specially Protected Area of Mediterranean Importance (SPAMI), based on the provisions of the relevant Protocol to the Barcelona Convention, as well as on the challenges and opportunities related to the establishment of a transboundary international marine park and on the feasibility of the establishment of one or more Particularly Sensitive Sea Areas (PSSAs) within the Adriatic and Ionian Seas, and beyond. The book will be of interest to policy makers, practitioners and academics with an interest in public international law, law of the sea and sustainable ocean governance.

First, the text as enshrined in the General Data Protection Regulation (GDPR) itself codifies an important line of orientation in the embodiment of Articles 37 to 39 of the GDPR in which the designation, positions and tasks of the DPO are discussed. Second, the typical role the DPO is playing in the "daily data protection practice" which can be inferred from, among others, an action plan (or work plan) from an enterprise (institution or organisation). In pursuit of compliance with the obligations pursuant to the GDPR, at least the following steps usually be distinguished. Establish GDPR (privacy and data protection) policies. Make an inventory of personal data. Perform a GDPR (privacy and data protection) baseline. Perform a GDPR (privacy and data protection) gap-analysis. Perform a GDPR (privacy and data protection) implementation. Perform GDPR (privacy and data protection) review and update. Perform GDPR (privacy and data protection) assurance and audit. Compose and communicate the GDPR accountability and reports. According to the European Data Protection Board (formerly operating as WP29), the DPO (or the organisation) should avail of a work plan which the organisation will use as a basis for providing, among others, 'necessary resources' for the DPO. With the entry into force of the GDPR as of 25 May 2018, the need to work on professional maturity of the Data Protection Officer (DPO) became more and more urgent. This handbook is part of the 'Privacy and Data Protection' series offered under auspices of Honorary Visiting Professor Romeo Kadir, acting Editor-in-Chief and author of the first publications in this series. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle.
